The Group Procurement Economical Performance Officer defines reliable methodology and produces reporting in order to monitor procurement performance, support procurement community and value procurement contribution to financial results.
Job Description
Main activities
- Ensure definition, implementation and monitoring of Procurement Savings Rules & Calculation taking in consideration all procurement levers defined by all procurement lines and BU
- In accordance with the Group CPO, define and monitor targets and objectives of savings performance (per plan, per contributor) using comprehensive approach to allocate targets
- Define and Monitor all Group Performance KPIs related to economical performance
- Ensure the quality and efficiency of the end-to-end process of identification, budgeting, collection and redistribution to the BU of the cash generated by the Group Framework Agreements. Is in charge of the digitization of this process and the production of relevant indicators. Ensure the production and analysis of the reporting
- Set up Customized Procurement Reports/Dashboard to procurement community (Group / BU) and VEOLIA Top Management (Group / BU), including Alerts and Recommendations according to Group agenda (Monthly / Quarterly / Yearly)
- Provide ad hoc analyses and benchmarks to identify new performance levers
- Taking in consideration the global procurement IT architecture, provide the appropriate solution to digitalize the economic performance process scope (actions plan, target, savings registration, dashboard):
- Define and formalize the company's needs in terms of IT tools and dashboard
- Select the appropriate solution with IT and Procurement Excellence
- Responsible for the implementation and management of IT tools and dashboard
- Coordinate their deployment within VEOLIA
- Organize Change Management and Provide training to users and ensure their support in adopting the new IT solutions.
- Support all Procurement Savings Contributors, Finance Dpts, Operational Dpts & Group or Local Top Management about Procurement Economical Performance
- Define and implement process to ensure data quality. Set up Pre-Audit Campaigns on Procurement Initiatives
- Set up Pre-Validation Committees (Procur. - Finance - Audit) in order to ensure compliance towards rules. Is the key representant of procurement on audit process
- Represent Procurement function on all meeting regarding performance at Group level
- Monitor and set up road map related to Market Intelligence - Dashboards / Tools / Support / Guidelines / Alerts & Follow Up / Objectives. Produce a monthly economic report synthesizing the impact of market changes on VEOLIA's external spend.

Main skills
- Procurement Performance: Master all topics related to Procurement Performance at Veolia: Tools / Rules / Guidelines / Policies / Objectives / Network
- Finance & Budget Management/Monitoring a budget: Monitor accurately Budget / Actual / Forecast / Cash, and participate to set up relevant dashboards, KPI and strategies
- Procurement Tools: Mastery of the Group procurement solutions, spend management, contract management and E sourcing and knowledge of the P2P solutions. It enables procurement organizations to streamline the spend (by category, by top suppliers...), to define procurement action plan and to improve compliance with purchasing policies
- Risk Management: Participate to set up a purchasing risk mapping to identify, evaluate and prioritize the risks related to Economical Performance Objectives
- Change Management: Methods to prepare, support and assist individuals, teams and organizations to carry rules, guidelines, tools, organization, …, changes

Business or Engineering Master’s degree
A minimum of 15 years experience in international procurement
