The City of St. Cloud is seeking an experienced and dynamic leader to serve as Facilities Manager within our Public Works Department. This pivotal role oversees the operations of the Facility Maintenance and Capital Improvement Divisions, ensuring the efficiency, safety, and modernization of city facilities.

As a key advisor to the Public Works Director, you will:

Key Responsibilities:

  • Leads, manages, and directs work units including custodial and facilities maintenance, as well as professionals engaged in the management of capital projects.
  • Assists with the long-range planning of the City’s facilities. Plans and coordinates equipment replacement. Implements utility savings strategies through effective energy management strategies.
  • Plans, develops, and coordinates a comprehensive program for the leasing, construction, operation, cleaning, maintenance, alteration, and repair of City-owned buildings, facilities, and equipment. Prepares, administers, and monitors compliance with the annual division budget.
  • Prepares contract specifications for the leasing, repair, and alteration of facilities, mechanical equipment, and electrical equipment. Reviews contract bids and makes recommendations. Inspects contractual services for compliance with the contract.
  • Administers contracts and leases, including custodial, right of way mowing, cell towers, rental properties, and the golf course for the City.
  • Manages the City’s facility work order management system to ensure building inventory is up to date and assets and resources are properly managed. Plans and directs internal corrective and preventive maintenance programs for City-owned facilities.
  • Reviews federal, state and local laws, rules and regulations governing the programmatic areas supervised and ensures division compliance with those regulations through standard operating procedures, administrative directives, staff meetings and other management tools.
  • Position may be activated during declared emergencies as part of Incident Response team.
  • Performs related work as assigned.

Minimum Qualifications:

Bachelor's degree from an accredited college or university with major course work in architecture, construction, construction management, business administration or engineering; and five (5) years of progressively more responsible facilities construction and maintenance or public works experience, including three (3) years of supervisory experience, preferably in a municipal government environment.

OR an associate degree from an accredited college or university with major course work in architecture, construction, construction management, business administration or engineering; and eight (8) years of progressively more responsible facilities construction and maintenance or public works experience, including three (3) years of supervisory experience, preferably in municipal government environment.

Or the possession of any equivalent combination of education and training, which provides the requisite knowledge, skills, and abilities.

Preferred Qualifications:

Valid State of Florida Professional Architect License, Florida Professional Engineer License or Florida General Contractor License is preferred.

Certified Public Manager (CPM) certification is preferred.

Must possess and maintain a valid Florida state driver’s license with an acceptable driving history.

Must possess or obtain the most current FEMA ICS 100, 200, 700, and 800 Incident Command System certifications within one year of employment.

Mathematics:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Language Ability:

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Reasoning:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
