Overview

Manage CLL Atlantic, including offshore and harbor vessels. Directly supervise tug and barge personnel. Hire, train, and evaluate marine personnel as appropriate. Assist in vessel scheduling as required. Oversee Port Captains and Barge Operations Supervisors on administrative and operational needs.

Responsibilities

  • Organizes, directs, and supervises the Centerline Atlantic (CLA) operating areas and provides support and oversight of Port Captains, Barge Supervisors, and vessel crews.
  • Evaluates marine operations risks and works closely with larger Centerline Logistics (CLL) oversight teams to facilitate consistent safe marine operations across all our operating regions.
  • Able to mentor the shoreside Port Captains and vessel Captains in a positive work environment, and continued support of our CLA Safety and Operational mission.
  • Develops and/or revises policies and procedures in the companies Safety Management System (SMS) to facilitate safe and quality operational standards.
  • Implementation of policies and procedures to ensure compliance within the CLL SMS, working with HSE, Operations, Engineering, and vessel crews.
  • Evaluates and enhances training standards for CLA vessels and crews.
  • Oversees the inspection process for CLA tugs, including Port State, Class, SIRE, and all regulatory inspections and audits, ensuring proper documentation on the reporting platforms.
  • Works closely with CLL Vetting Department to ensure CLA vessels are operational and free of restrictions, including SIRE inspections and customer vetting requirements.
  • Ensures compliance with Master’s Reviews, navigational assessments, and all pre-employment reviews, along with operational and safety documentation.
  • Ensures tug compliance with customer vetting requirements and maintains operational performance consistent with customer needs.
  • Evaluates risk assessments and job safety analysis information to ensure proactive oversight, emphasizing a safe plan understood by all.
  • Works with local and Senior Engineering groups to ensure proactive vessel repair and upkeep, keeping all vessels safe and operational.
  • Assists in incident investigations and liaises with HSE and Senior Management on findings, lessons learned, and remediation plans.
  • Attends local Harbor Safety Committee meetings and stays updated on legislative and regulatory issues facing CLA and its customers.
  • Participates in companywide meetings that impact CLA operations.
  • Performs in the company Spill Management team as assigned.
  • Other duties as assigned by Regional General Manager.

Qualifications

  • 5 years at sea on tankers or oil barges or equivalent military experience.
  • 5 years of increasingly responsible management experience in the maritime industry preferred.
  • Four-year college education in Maritime or related studies preferred.
  • US Coast Guard license or US Coast Guard Tankerman endorsement on a Merchant Mariners document.
  • Valid Captain’s license on offshore towboats is preferred.
  • Valid state driver’s license and US Passport.
  • HAZWOPER (including Incident Command System) training within 90 days of being hired.
  • First Aid/CPR training.
  • Extensive knowledge of the tugboat and oil transportation industry.
  • Ability to get along with office staff and vessel crew members.
  • Computer Skills: MS Word, Excel, Outlook, and PowerPoint.
  • Ability to work with others using courtesy, tact, and good judgment.
  • Thorough familiarity with tank barge operations, ship operations, and terminal/refinery operations.
  • Ability to work independently with minimal guidance.

Job Condition and Environment

  • Must be physically fit enough to board barges and tugs at sea and in port.
  • Capable of making decisions and giving directions to facilitate prompt service delivery.
  • Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.
  • Required to sit for long periods of time.
  • Work with computers, fax machines, copiers, and telephones.

Expected Hours of Work

  • Normal office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
  • Available for communications 24 hours a day, including weekends, concerning changes in schedules and conditions.
