Construction Manager

We are looking for a Construction Manager for one of our clients with the following details:

Location: Paris area, then Muscat/Sohar (Oman)

Start Date: ASAP

Contract Duration: 12 months

Status: residential

Qualification and Experience Required:

• Professional Experience: +10 years (including experience in the Middle East as a preference)
• Experience in a similar position: +10 years (or in management of major international construction contracts)
• Education Level / Diploma: Engineer Degree requested by the Omani Immigration for the Work Permit
• Languages: English and French (not mandatory - preferred)

Missions / Service Dimensions:

The service holder is responsible and accountable for:

• The deployment and application of HSE principles and rules as a core value within CPY and CTR teams at his perimeter.
• The construction team recruitment and competency assessments.
• All construction activities related to the LNG Plant, managing Construction Engineering, Construction Supervision, Pre-commissioning, and Completion of Punch until Hand-Over to the Commissioning team.
• Ensuring the progress of construction engineering, preparation, and activities during construction align with the overall project execution within the project budget, schedule, and Statement of Requirements up to completion.
• The compliance of construction activities with the Project specific technical referential and HSE rules.
• Development Company Rules & Procedures, company Guidelines and Procedures, and the best work practices.
• The good performance of the LNG Plant, ensuring it is fit for purpose, operable, maintainable, and reliable. This includes close contact and proactive cooperation with the HSE manager, Engineering Manager, QA/QC Manager, Commissioning Manager, and Project Field Operations Manager.
• Implementing the In-Country-Value Plan as approved by the Project Partner, OQ, and motivating Contractors to effectively carry out all necessary steps (including recruitment & training of local personnel and procurement of local goods).
• The management of external interfaces, providing strong support to ensure efficient integration with other package activities such as the LNG Tank, Port of Sohar, Power supply company, Water supply and sewage company, OQ Gas network company, Advario condensate storage company, and company Marine Fuel for bunkering.
• Such responsibility shall be managed in cooperation with the Project Interfaces Manager and other Packages Managers to optimize the overall Project value and Schedule.

Activities:

Within the framework of an integrated project team, the job holder will have to:

• Develop the Construction Management philosophy and strategy for all the facilities encompassed within the project, according to the project objectives and project Bunkering organization.
• Mobilize and manage the defined organization for all construction activities and provide motivation, leadership, and clear objectives.
• Maintain regular contact with EPC contractors and ensure that all technical, contractual, and cost information at his perimeter are properly recorded, collated, and available.
• Assist the Plant Package Manager in coordination with other Packages Managers to minimize project exposure to any claims from Contractors with arguments and supporting documents.
• Support the pre-qualification process of EPC contractors and propose Sub-Contractors.
• Organize the Construction administration and be responsible for day-to-day problem-solving regarding the administrative environment of Construction activities.
• Upon Package Manager instruction and depending on Project progress, act as site representative.
