As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP-UNESCO) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing.
The post delivers on results under the overall delegated authority of the Director of IIEP-UNESCO and immediate supervision of IIEP-UNESCO’s Human Resources Officer within the Corporate Service Unit (CSU). The Associate Human Resources Officer provides a range of support services throughout the employee life cycle, which include recruitment, onboarding and off-boarding, performance management, staff development, benefits and entitlements management as well as employee welfare. The incumbent works diligently, meets deadlines, evidence UNESCO core competencies and consistently supports the HR function to meet the evolving needs of IIEP-UNESCO’s workforce in all its locations.

Advanced university degree (Master’s degree or equivalent) in the field of Human Resources Management or Business Administration.
Minimum two (2) years of relevant professional experience in the field of Human Resource Management, preferably acquired at international level. Experience in administering Staff benefits and entitlements. Working experience in producing HR Statistics, Charts, Data and Analysis, for various HR reporting. Experience in Human resources management support within the UN system, NGOs or public sector organizations.
Excellent knowledge of HR management practices including thorough knowledge of the employee recruitment cycle, performance management, learning and developments and staff wellbeing processes. Familiarity with legal frameworks and current trends in Human Resources Management in international organizations. Knowledge of and familiarity with Performance and Learning Management Systems (e.g. Cornerstone OnDemand). Excellent knowledge and familiarity in the use of Human Resource Information Systems (HRIS) and ERPs (such as SAP, SuccessFactors). Strong IT skills, including knowledge of MS Office Suite more specifically Microsoft Excel. Ability to identify pertinent HR issues, conduct rigorous research and make substantive recommendations. Shows initiative, flexibility, resilience and ability to maintain positive relationships even in difficult circumstances. Contributes to a positive work environment of mutual respect and teamwork. Demonstrates accountability and takes ownership of challenges and solutions. Demonstrates tact, discretion and good judgment. Communicates clearly and effectively on HR complex concepts in writing and orally. Ability to conduct various HR data analysis and producing charts and graphs for reporting. Anticipates and adapts to changing HR support needs and actively supports positive change.
Excellent knowledge of English and working knowledge of French.
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. The approximate annual starting salary for this post is 62,529 US $.
