Required/Preferred Skills:

  1. 8 years, Required: Full-time experience in IT Project Management work, business analysis, or project administration. Experience managing complex projects throughout all development phases.
  2. 8 years, Required: Experience in structured design and development process, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
  3. 8 years, Required: Experience managing project activities; establishing project goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues; demonstrate negotiation and facilitation skills; identify project risks and gaps; prepare reports; and communicate effectively.
  4. 8 years, Required: Experience reviewing, analyzing, and evaluating business systems and user and stakeholder needs.
  5. 8 years, Required: Experience facilitating and documenting business process mapping and business process reengineering and identifying new applications of technology to business problems that make a business more effective.
  6. 8 years, Required: Experience documenting detailed requirements for information technology solutions that will meet program and user needs.
  7. 8 years, Required: Experience simultaneously collecting requirements across multiple program areas or organizations that are geographically dispersed and that have varying business needs.
  8. 3 years, Preferred: Experience in structured design and development process, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
  9. 3 years, Preferred: Experience presenting to program and IT management, project Sponsors, and executive leadership.
  10. 1 year, Preferred: Project Management Professional (PMP) certification.
  11. 1 year, Preferred: Texas Workforce Commission Experience.

The Worker(s) will provide the following services:

  1. Perform project management work as a member of Information Technology (IT) Project Management Office (PMO), overseeing one or more projects concurrently.
  2. Work involves coordinating the initiation, planning, scheduling, executing, monitoring, controlling, and closing of assigned IT projects.
  3. Follow the Project Management Life Cycle (PMLC) including initiating, planning, executing, monitoring and controlling, and closing one or more projects.
  4. Follow the agency’s Information Technology Handbook, standard operating procedures on the PMLC, review Gates, project management artifacts, and archiving.
  5. Manage all aspects of a technology related project. Ensure project tasks and products follow the development process and quality guidelines while meeting both functional and contractual requirements.
  6. Apply the Software/Systems Development Life Cycle (SDLC) including Requirements, Design, Code/Configure, Test (System, User Acceptance, Regression, Round Trip, Smoke), Change Management/Deployment, Warranty period, and Transition to Maintenance.
  7. Work with peers from user area and contractor staff to coordinate, plan, assign, supervise, and evaluate the work of the project staff in a matrixed organization structure.
  8. Manage deliverable content expectations, review processes, and acceptance criteria.
  9. Ensure deliverables meet the agreed upon quality and content.
  10. Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates and projections.
  11. Ensure all team members understand the project standards and resolve challenges with the quality of any party's work products.
  12. Communicate with the project stakeholders, management, and other relevant parties.
  13. Monitor and evaluate third-party vendor and contractor performance.
  14. Document detailed system requirements.
  15. Work independently with minimal supervision and meet tight deadlines.
  16. Perform other duties as assigned to maintain operations.

Details:

  1. This is a remote position.
  2. Services shall be provided during normal business hours unless otherwise coordinated through TWC.
  3. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
  4. Position is eligible for telecommuting.
  5. Vendor employees are prohibited from taking TWC issued equipment outside of the continental United States.
  6. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s expense.
  7. Worker(s) may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested.
  8. Payment for overtime work (required work hours exceeding the standard forty (40) hours per Business Week) will be at the quoted hourly rate and must be coordinated and pre-approved through TWC.
  9. Ideal candidates must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule, and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
  10. Position may require team members to come into the office for scheduled meetings, and there may be unscheduled requests with seventy-two (72) hour notice for any TWC business need.
  11. If applicable, the office location will be at 101 E. 15th Street, Austin, Texas 78778.
  12. Services are expected to start as soon as possible and are expected to be completed by August 31, 2025, or when 1056 total hours estimated on Purchase Order have been depleted, whichever occurs first.
  13. Total estimated Worker hours for the services shall not exceed 2,000 hours per Worker per Term unless otherwise amended, renewed, and/or extended by TWC via Purchase Order Change Notice.
  14. Unused hours may be rolled over from one fiscal year to the next, as necessary.
  15. Rates are fixed throughout each Term of the Contract.
