The expert will be available for frequent deployments to the missions and fill in a specific key position within the mission’s organigram or act as Emergency Coordinator, being responsible for the quality and effectiveness of Acción Contra el Hambre’s programs within deployment missions.

He / She will be available for deployments to the missions and fill in specific mid-level managerial positions within the missions’ organigram or act as Emergency Coordinator, Field Coordinator / Head of Base, Programme / Project Manager being responsible for the quality and effectiveness of Acción Contra el Hambre’s programs within deployment missions. According to the candidate’s profile and experience, he / she could potentially cover higher-level managerial roles if validated accordingly by line management and in agreement with the Geographical Desk and Country Director.

In case of Emergency response, the expert will act as Emergency Coordinator in the overall management of ACCIÓN CONTRA EL HAMBRE’s emergency response programme within the mission, including design, programming, operations, security, and stakeholder relations. Responsible and accountable for developing, coordinating, and managing all emergency response activities. Responsible for managing ACCIÓN CONTRA EL HAMBRE mission’s emergency donor portfolio and budgets as well as emergency response staff development.

In case of Gap Filling, the expert will need to quickly cover a key emergency-related vacant position – upon specific job description – and ensure that key action points are managed until a longer-term profile has been identified.

When based in HQ, the expert will be participating in the lessons learned exercises and capitalization documents and providing expertise and contributions with a field point of view. He / she will also contribute to the management of the AECID-funded Emergency Programme (Convenio) and its tasks / goals at HQ level.

Reporting to the Deputy Head of Emergency Pool, to the Country Director, Deputy Country Director and/or to the Geographical Desk, as appropriate.

  • Objective 1: ON FIELD DEPLOYMENT / NEEDS ASSESSMENT & EMERGENCY RESPONSE PLAN Tasks: Exploratory Missions, Rapid Assessments, Emergency Response Design and Planning. In coordination with Geographical Desk, Country Director, Technical Coordinators and programme staff, if needed, ensure exploratory missions and emergency assessments are carried out and coordinated where possible and, from them, an integrated emergency response, implementation and exit strategies are developed.
  • Objective 2: ON FIELD DEPLOYMENT / EMERGENCY RESPONSE OVERVIEW & HUMANITARIAN PROGRAMME MANAGEMENT Tasks: RESPONSE IMPLEMENTATION, Programme direction, supervision and coordination, Lead and validate the selection of beneficiaries of the project according to humanitarian standards, Responsible for ensuring good quality of the response or programme implementation through the sound development of a monitoring plan for the activities, Ensure that different sectorial activities are implemented in a coordinated and integrated manner, Supervision of administrative procedures, accountancy, logistic implementation and security management in coordination with the appropriate Coordination level.
  • Objective 3: ON FIELD DEPLOYMENT / TEAM MANAGEMENT & LEADERSHIP Tasks: General Team and HR Management and Leadership at Emergency Response level. Ensure in close coordination with the HR Coordinator (or equivalent) the establishment, application and maintenance of ACCIÓN CONTRA EL HAMBRE’s HR management systems for all emergency response staff. Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or religion.
  • Objective 4: ON FIELD DEPLOYMENT / PROGRAMME SUPPORT SERVICE MANAGEMENT Tasks: Security Management, Financial Management and Planning. Ensure that programme support functions are established and maintained in accordance with ACCIÓN CONTRA EL HAMBRE policies and procedures.
  • Objective 5: ON FIELD DEPLOYMENT / GAP-FILLING Tasks: Fill-in for Mid-level Managerial Positions and Emergency Advice Support to the missions.
  • University Degree ideally related to humanitarian or management fields. A valid HEAT training or similar - ESSENTIAL.
  • High-level managerial experience, including managing multi-million-dollar budgets - ESSENTIAL.
  • Minimum 3 years of previous experience in similar positions or at least mid-level operational management and coordination (FieldCo, Head of Base and above) – ESSENTIAL.
  • Spanish – COMPULSORY working language, spoken, read and written. English - COMPULSORY working language, spoken, read and written. French - COMPULSORY working language, spoken, read and written.
  • Up to 70% time in the field – 30% time in HQ / remote. Field deployment length: up to 2 months with 24h notice in case of sudden emergencies, according to prioritisation set up by the emergency pool. Breaks according to Emergency Pool policy.
