Water Quality & Compliance Specialist
Public Works – Infrastructure Planning, Partnerships & Compliance
Regular Full-Time
Pay Band: $92,153 - $115,189 per annum
Work Mode: In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in-person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
Location: 10 Peel Centre Drive, Brampton
Hours of Work: 35 hours/week (Rotating after hours on-call schedule)

The role:
As a Water Quality & Compliance Specialist, reporting to Supervisor, Water and Wastewater Compliance, you'll provide technical support and legislative guidance to maintain drinking water compliance while managing monitoring programs, evaluating performance, and conducting compliance checks. You'll respond to water quality incidents while on-call, develop compliance strategies, and support the Quality Management System.
What you’ll do:
- Oversee drinking water quality monitoring program, implementing process improvements as needed.
- Assess program effectiveness, optimize data management systems, and introduce industry best practices.
- Contribute to Source Protection Planning initiatives to safeguard water supplies.
- Perform internal compliance checks, facilitate MECP inspections, address findings, and maintain communication with management and regulators.
- Share on-call responsibilities for emergency response to water quality incidents, treatment issues, environmental spills, and customer concerns.
- Develop and manage comprehensive compliance frameworks aligned with regulations and MECP approvals while providing technical guidance on water projects to Engineering and Operations teams.
- Support drinking water Quality Management System components including Risk Assessment, Emergency Response protocols, and Continuous Improvement initiatives.
- Review and implement legislative changes affecting water operations and quality management.
- Generate annual compliance documentation meeting both regulatory requirements and Peel protocols.
- Create various reports including Council briefings, technical summaries, and system event analyses.
- Maintain and update procedural documentation while assisting staff with developing and revising SOPs and protocols for water system operations.
Who you’ll partner with:
- Collaborate with internal teams across water treatment and distribution operations, engineering, SCADA systems, laboratory services, quality assurance, and emergency management.
- Engage with external stakeholders including the MECP, MOHLTC, Conservation Authorities, municipal partners, elected officials, regulatory bodies at provincial and federal levels, compliance experts from various jurisdictions, and industry organizations.
What we require:
- Bachelor of Science degree in environmental science or applied science.
- Minimum five years of municipal water industry experience with comprehensive knowledge of drinking water systems.
- Experience with compliance programs, quality management systems, and/or project management preferred.
- Ontario Water Quality Analyst or Water Operator Certification (or commitment to obtain within one year).
- Thorough understanding of Ontario regulations as applicable to drinking water systems, including Safe Drinking Water Act, Ontario Water Resources Act, DWQMS, municipal approvals framework, and related water regulations and policies.
- Proficient computer skills utilizing MS Office, SharePoint, and working knowledge of electronic record and document management systems.
- Superior verbal and written communication skills with strong presentation and public relations abilities.
- Exceptional research, investigative, and problem-solving capabilities.
- Access to own transportation and valid Class “G” licence in good standing.
