WATER DISTRIBUTION SUPERVISOR

(1 Position)

Reporting to: Director of Public Works

Department: Public Works

Classification: PERMANENT Full Time; Non-union

Salary Range: $101,909 to $119,893, pending review

Hours of Work: 7:00 am – 3:30 pm Monday to Friday (40 hours per week)

Starting Date: As soon as possible

Purpose of Position: Reporting to the Director of Public Works, the Water Distribution Supervisor is responsible for the supervision of the water distribution system infrastructure operations and maintenance.

The Water Distribution Supervisor acts as the Operator in Charge with the ability to be designated as Overall Responsible Operator (ORO) for water and certified in accordance with provincial government standards.

Major Responsibilities:

  1. Provide daily front line supervision of staff including work program scheduling, resource allocation, workflow monitoring, and documentation.
  2. Conduct short term workflow planning for effective implementation of proactive work programs and response activities for water system emergencies.
  3. Responsible for completing work within established operating budgets; monitor and manage program level budgets.
  4. Assist department head in preparation of annual operating budgets with technical input for capital programs.
  5. Ensure preventive maintenance and operational activities are current and fully documented.
  6. Liaise with peers and organizations to establish best management practices.
  7. Coordinate and schedule staff for capital works inspections and review construction plans related to water infrastructure.
  8. Conduct front line customer service including investigating and resolving concerns.
  9. Recruit and develop staff to deliver industry-standard levels of service.
  10. Participate in ongoing staff performance management and monitoring.
  11. Ensure operational compliance with regulations and procedures.
  12. Oversee development and implementation of Standard Operating Procedures.
  13. Identify training needs and develop training programs for staff.
  14. Ensure employees work in compliance with applicable regulations and safety policies.
  15. Recommend and establish maintenance activities for infrastructure.
  16. Act as Operator in Charge and supervisory oversight during after-hours duty.
  17. Maintain understanding of collective bargaining agreements.
  18. Act as backup for other supervisors as required.
  19. Contribute as a member of the Department management team.
  20. Perform other duties as assigned.

Qualifications:

  • Post secondary diploma in Civil, Environmental or Mechanical Engineering, or equivalent.
  • Valid Ontario Water Distribution Operators Certificate, minimum Class 3.
  • 5 years of experience in a Public Works environment.
  • 2-3 years of Supervisory experience in a unionized environment.
  • Valid class “DZ” Driver’s License.
  • Preference for applicants with Certified Engineering Technologist (C.E.T) certification.
  • Valid First Aid and CPR certificates are considered an asset.
  • Construction experience is considered an asset.
  • Ability to operate water equipment is considered an asset.

Working Conditions:

  • Subject to working outside in all weather conditions.
  • Subject to working in dirty conditions and heavy lifting.
  • Must be available for after-hours work for emergencies and planned overtime.
