Position Summary

The Waste Management Education & Compliance Specialist is responsible for developing and implementing research-based strategies to enhance waste management education and compliance within multi-family dwellings and the industrial, commercial, and institutional (IC&I) sector. This role involves conducting research, analyzing data, developing outreach programs, engaging with stakeholders, and ensuring adherence to waste management regulations. The successful candidate will collaborate with internal and external partners to promote bylaw compliance and sustainability initiatives.

Key Duties & Responsibilities

  • Design, conduct, and interpret research to develop waste management education and compliance strategies.
  • Organize and conduct focus groups, surveys, and stakeholder discussions to assess compliance challenges.
  • Coordinate and implement public engagement initiatives, including presentations and outreach events.
  • Respond to inquiries and complaints related to waste management regulations and compliance.
  • Develop and manage waste diversion programs to promote awareness and bylaw adherence.
  • Conduct compliance monitoring, including audits and evaluations of waste regulation adherence.
  • Retrieve and analyze waste management data to support program evaluation and performance measurement.
  • Represent the department on committees and project teams related to waste education and compliance.
  • Prepare reports, compliance updates, and educational materials for stakeholders.
  • Conduct site inspections and investigations to assess and enforce bylaw compliance.

Key Qualifications

  • Typically, the knowledge, skills, and abilities required for this position are obtained through the successful completion of a post-secondary degree in Environmental Studies, Waste Management, Communications, or a related field, combined with one (1) to three (3) years of experience in conducting applied research, or community outreach. Experience in compliance enforcement and data analysis is considered an asset.
  • Knowledge of waste management strategies, compliance principles, and data analysis techniques.
  • Strong communication, facilitation, and public speaking skills.
  • Ability to retrieve and interpret data to develop education and outreach strategies.
  • Familiarity with municipal waste regulations and compliance enforcement procedures.
  • Strong organizational skills with the ability to manage multiple projects and deadlines.
  • Proficiency in Microsoft Office and data analysis tools.

Working/Other Conditions

  • Valid Class 5 driver’s license with the ability to travel within the City of Regina.
  • Willingness to perform fieldwork in varying weather conditions.
  • Successful candidates must provide a satisfactory criminal record check and proof of education credentials.
