Job description
Scope of the Position

The Vice President Property Management will be responsible for leading, managing and overseeing the property management strategy for Chartwell’s 160 Retirement Residences across Canada to ensure that our assets are safe, well maintained and effectively positioned for the future. This includes leading the team that supports major building component repairs, emergency and insurance related projects and accretive interior renovation projects. He/she will also work closely with Operations on the effective execution of suite renovations as well as ongoing building component maintenance and asset management. He/she will be responsible for supporting our Maintenance Managers in our properties by providing standards, policies, training, advice and coaching through his/her team as well as supporting General Managers by providing support on effective hiring and orientation of Maintenance personnel in our homes. They will also be responsible to support the homes with fire safety management and property insurance management and administration. The successful candidate will also work with the Supply Chain Management department to set and source standards and will work with the Finance department on the development of annual budgets and forecasting and reporting requirements. The Vice President will be responsible for ensuring that all projects undertaken are managed in accordance with the established corporate/organizational vision and all municipal, provincial and federal laws.

Working Relationships

The Vice President Property Management will:

  • Lead, manage, coordinate, oversee, monitor and report on capital projects with engaged contractors, consultants and project managers from project inception to completion.
  • Work closely with all members of Chartwell with a vested interest in each project including but not limited to Operations, Supply Chain, Finance, Real Estate, Customer Experience and Legal departments, managing project activities where relevant from the conceptual and planning stages through the design, estimating, construction and warranty periods.
  • Develop relevant standards, policies and best practices and work closely with regional Directors of Operations & Sales to provide input and advice to assist Maintenance Managers and General Managers/Administrators in our homes.
  • Support our homes with respect to fire safety management, compliance and continuing education.
  • Liaise with authorities having jurisdiction to ensure project adherence to all relevant Codes, Regulations, Design Manuals and Policies.
  • Work with our joint venture partners to provide 5-year capital budget plans and regular reporting on approved capital projects in our co-owned properties.
  • Ensure the safety and security of residents and staff throughout the capital project renovation/expansion process.
  • Work with the Real Estate Department to provide input and advice with respect to asset management and capital requirements for newly acquired properties during due diligence as well as optimizing our strategies with respect to ongoing asset management of our newly developed properties.
  • Work with the Legal Department on relevant contracts and insurance related matters.

Leadership

The Vice President Property Management will:

  • Provide technical and leadership support to Regional and National Project Managers.
  • Provide technical and leadership support to the Accretive/Interior Design Project Manager.
  • Provide advice and support, through their team, to our Directors of Regional Operations & Sales, General Managers and Maintenance Managers in our homes on property management related matters to ensure safe and well-maintained buildings.
  • Provide guidance and direction to and evaluation of consultant, contractor and sub-contractor (or construction manager) performance for capital projects.
  • Assist the Property Management Team to effectively manage simultaneous capital projects with competing priorities on a day-to-day basis to meet ongoing deadlines.
  • Ensure risk assessment and mitigation.

Business Planning, Budget & Financial

The Vice President Property Management will:

  • Develop an annual business plan for the department.
  • Develop an annual G&A budget for the department.
  • Actively participate in the annual property capital budget process (approximately $100M).
  • Estimate and develop project cost budgets with a high level of accuracy.
  • Monitor monthly capital budget reports and adjust future projects as required.
  • Prioritize projects within approved budgets.
  • Establish and adhere to project schedules.
  • Report to senior leaders on project status, overages and relevant schedule delays.
  • Apply value engineering analytics to relevant projects.
  • Critically interpret and review cost reports and construction progress claims.
  • Maintain up-to-date project records and documentation.

Regulatory Compliance

  • The Vice President Property Management is expected to have an understanding and demonstrate familiarity with all relevant regulatory bodies including, but not limited to, Local Building Code, Local Fire Code, provincial retirement home legislation, Ministry of Environment, Ministry of Labour and Municipal and/or City By-laws influencing the capital project process.
Qualifications

Experience

  • A minimum of fifteen (15) years of experience in Construction Management, Engineering, Architecture, Project Management or a related field.
  • Experience in Seniors Housing or Hospitality is a significant asset.

Education

University degree in Construction Management, Engineering, Architecture, Project Management or a related diploma/trade with commensurate experience.

Skills & Abilities

  • Knowledge of construction industry including specific knowledge of various construction trades.
  • Sound understanding of Building & Fire Codes.
  • Ability to provide leadership to a team that carries out full construction/renovation projects including and not limited to planning, budgeting and directing contractors.
  • Working knowledge of AutoCAD and the ability to read engineering and architectural drawings and specifications.
  • Experience in multi-site building maintenance management.
  • Experience developing and reviewing building condition reports.
  • Experience developing preventative maintenance programs.
  • Experience providing oversight to an interior design team.
  • Experience setting FF&E and design standards for large multi-site operations.
  • Experience analyzing and executing energy saving capital projects.
  • Experience developing policies, standards, best practices and training material.
  • Experience designing effective organization structures to support capital project management.
  • Proficient in MS Office, with thorough working knowledge of Excel, Word and Project Programs.
  • Exceptional Leadership, People Management and Communication Skills.
  • Self-Motivated.
  • Desire to work in a fast-paced environment.

Special Requirements

  • Experience and/or desire working in a sector that serves a senior’s population.
  • The ability to travel to Chartwell properties in Ontario, B.C., Alberta and Quebec.
  • Bilingualism is preferred but not required.
  • Criminal Records Check and Vulnerable Persons Check.
