Position: IT Business Analyst
Location: 4949 Canada Way, Burnaby, BC, V5G 1M2, Canada [pc] (HYBRID)

Job Overview: The City is interested in hiring an experienced Business Analyst to provide expertise and external best practices to lead the development of integrated business and process transformation plans for the Enterprise Content Management project. The Business Analyst Consultant will work with key partners from the project team and the business to facilitate business requirements planning and preparation workshops for project implementation. They will support the formulation of strategies, plans, and activities to support IT project implementation, user adoption, and be responsible for required business requirements documentation and deliverables to ensure quality outputs.
Duties/Responsibilities:
- Document processes for maintaining sound records management practices, including optimizing retrieval, archiving, and secure destruction of records processes.
- Assess the impact of proposed business requirements on the systems and collaborate with 3rd party technical specialists and subject matter experts to implement solutions.
- Research solution options as required.
- Document business requirements in various forms such as business requirements documents (BRD), use cases, user scenarios, user stories, service design blueprints, business process maps, functional and technical specifications, etc.
- Conduct process reviews, process improvement, and impact assessments due to system changes or new implementations.
- Conduct gap analysis between business rules, business requirements, legislative/compliance requirements, and desired to-be state.
- Support and contribute to reports or presentations on solution options, status of current and future work activities, work plan, change readiness, UAT, etc.
- Work with project or program teams on solution design, ensuring needs and business goals of stakeholders are met throughout the project lifecycle.
- Plan production readiness activities with stakeholders and project/program managers.
- Plan and coordinate user acceptance testing (UAT).
- Lead and/or participate in functional testing of proposed solutions.
- Monitor project risks and ensure all issues are accurately and timely documented.
- Assist with the development of metrics within system-related technology and business organizations.
Desired Experience:
- 6+ years’ experience in a Business Analysis role.
- Minimum of six years of current, relevant experience working in a medium to large-sized IT department/organization working with multiple teams of technical staff; or an equivalent combination of education, training, and experience.
- Considerable related experience in designing, implementing, supporting, and administering a complex, corporate-wide electronic records management system.
- Experience in Business Process Model and Notation (BPMN) is an asset.
- Government experience (asset but not mandatory).
- Experience in Project Management and/or Change Management is desirable.

Education:
Bachelor’s degree in business, information technology, or a related field. Business Analyst (ECBA, CCBA, CBAP, or CBATL) or equivalent.
Certification:
- IIBA / PMI / PMI-PBA would be an asset.
- Applied knowledge of change management methodology (e.g., Prosci) is an asset.
- Lean, Six Sigma or Lean Six Sigma (Green Belt or higher) is an asset.
Job Type: Fixed term contract
Contract length: 12 months
Pay: $25.90-$44.16 per hour
