WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

FLEX
The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

This position is responsible for administering the annual design and construction of complex underground infrastructure programs related to water, sanitary sewer, and storm drain systems, ensuring compliance with regulations, budgets, and safety standards. Key responsibilities include administering contracts, coordinating with internal and external stakeholders, overseeing project design and construction, and managing funding and grant processes.

KEY DUTIES

  1. Administer contracts and manage projects related to water, sanitary sewer and storm drain systems, ensuring compliance with regulatory requirements, schedules, procedures and safety standards.
  2. Oversee current and future grant funding for projects and work with the Finance Department on budget and grant-related matters.
  3. Prepare financial analyses of proposed projects and develop and administer procedures for complex construction projects.
  4. Apply Project Management and contract administration principles to large and complex construction projects, coordinating with consultants, contractors, engineers on project design, and developers, other departments, and external agencies as required.
  5. Liaise with and direct the work of consultants, contractors and engineers on project design and construction.
  6. Provide project updates and information to community associations, external agencies, and the public, lead open houses and respond to inquiries from other departments.
  7. Prepare and present project proposals to City Council and other departments for information or approval.
  8. Collaborate with Supply Management Services on project requisitions, recommend on service delivery of work assignments, prepare requests for proposals, assess and recommend external consultants and contractors, and review and recommend approval for tenders.
  9. Represent the section with City crews and departments, contractors, consultants, developers, VIHA, CRD, private utilities, Township of Esquimalt, other outside agencies, groups, and the public, providing advice and addressing inquiries about project coordination.
  10. Perform related duties where qualified.

INDEPENDENCE

  1. Work is generated by departmental work programs, community issues, staff referral, supervisor direction and requests from Council or the public.
  2. Work is reviewed through periodic reports and meetings with supervisor.
  3. New initiatives, major projects, deviations from annual budget and major expenditures are discussed with supervisor with recommendations.

  1. Understand and apply the principles of construction, design and project management.
  2. Understand and apply the techniques of financial analysis.
  3. Organize and prioritize the work of consultants and contractors.
  4. Advanced level operation of current City advanced spreadsheet, financial and engineering programs.
  5. Compose and present reports.
  6. Read and interpret engineering codes, standards and drawings.
  7. Maintain accurate records and prepare budgets.
  8. Establish and maintain effective working relationships.
  9. Organize and prioritize work.

Qualifications

Formal Education, Training and Occupational Certification:

  1. Technical School Diploma in Civil Engineering Technology. (2 years)
  2. Registration or ability to register as an Applied Science Technologist (A.Sc.T.) with the Applied Science Technologist and Technicians of BC (ASTTBC).
  3. Project Management training through the Project Management Institute (PMI) or equivalent. (35 hours)
  4. Current and valid Class 5 B.C. Driver's Licence.
  5. Master Municipal Contract Documents Administrator’s Course-Certified Contract Administrator. (16 hours plus exam time)
  6. Project Management Professional (PMP) designation preferred.

Experience

  1. 6 years of related experience including project management, design, estimating and construction administration or an equivalent combination of education and experience.
