Southeast Resource Development Council Corporation (SERDC) is seeking a motivated, experienced, and energetic individual to fill the role of Tribal Nursing Officer. Under the direction and supervision of the Director of Clinical Services, the Tribal Nursing Officer (TNO) is responsible for the day-to-day operation, managing, and coordinating of the SERDC Public Health Services Team: Children’s Oral Health Initiative (COHI) and Regional STAR Program. This includes overseeing all aspects of each program implementation and delivery. It is TNO’s responsibility to ensure the highest standards in programming and delivery are maintained.
In addition to Public Health Services program management, the TNO will promote health and well-being using a population health approach to improve the overall health status of First Nation people of the Southeast Resource Development Council (SERDC) area and to plan and develop mechanisms to assess and monitor quality of care, usage of health care, and cost effectiveness related to health care.
Public Health Services Program Management- Oversee all aspects of program development, reporting, staff management, and evaluation.
- Monitor and evaluate Public Health Services team objectives and activities to ensure services are culturally appropriate and safe.
- Prepare reports for funders and liaise with referring sources and stakeholders.
- Oversee and manage program budgets, financial work plans, and service agreements.
- Ensure program workshops, services, and evaluation forms are completed and reviewed.
- Promote program services through websites, newsletters, health fairs, and public health events.
- Maintain program statistics for evaluation and research purposes.
- Attend committee meetings and adhere to directives from the Board of Directors and Executive Director.
Public Health Services Team Leadership- Lead the Public Health Services’ teams to ensure reporting, program activities and deliverables are achieved according to SERDC strategies, funding agreements, priorities and timelines.
- Participate in the recruitment, hiring, and termination processes for the Public Health Team.
- Supervise the team’s performance, including probationary evaluations and annual reviews.
- Provide supervision, training, and support to workers, volunteers, and community health staff.
Nursing Services- Provide input on the technical and professional nursing performance appraisals.
- Provide advice and information on Registered (RN) and Licensed Practical Nurses (LPN) Code of Ethics, nursing standards, scope of practice, competencies, operational policies, and protocols.
- Provide nursing services in communities as needed.
Health Planning and Emergency Services- Update the SERDC Tribal Health Plan and assist communities in developing community health plans, communicable disease emergency response plans, including proposals, work plans, and reporting.
- Provide public health education, orientation, and consultative clinical guidance and support to community health nurses, health directors, and First Nation stakeholders.
- Deploy to communities to support outbreak situations (e.g., COVID-19).
Policy and Standards Development- Advise on federal and provincial government policies, procedures, and issues impacting First Nations health care.
- Revise and develop standards, policies, and protocols based on best practices.
- Monitor federal and provincial legislation, including the Canada Health Act and Public Health Acts, related to community/public health measures.
Collaboration and Advocacy- Maintain professional relationships with federal, provincial, and regional health authorities and external partners.
- Advocate for and represent communities on leadership committees.
- Communicate with and provide guidance to staff, participants, and community health staff.
Education- Must have a bachelor’s degree in nursing.
- In good standing with College of Registered Nurses Manitoba/Association of Registered Nurses of Manitoba.
Knowledge, Skills and Experience- 2-3 years of experience in program management and coordination in Public Health Services, preferably within a First Nation environment.
- Strong understanding of public health policies and culturally appropriate care.
- Two (2) years administrative experience.
- Knowledge of continuous quality improvement and accreditation management.
- Demonstrated experience in community health planning and programming.
- Must have access to a reliable insured vehicle and valid Manitoba Driver’s License.
- Ability to adhere to SERDC policies and procedures.
- Excellent organizational and time management skills.
- Able to provide a criminal record check with vulnerable sector.
Desired:
- Background/experience in education.
- Ability to speak Ojibway language.
Working Conditions- This role will require occasional travel between different office locations via various modes of transportation (such as air, land, etc.) with occasional overnight stays in SERDC communities.
- The role may involve a high level of stress while fulfilling the responsibilities associated with the position.
- Possess a valid Class 5 driver’s license with reliable vehicle.
- Work a standard work week.
- Additional hours beyond the standard regular hours of work may be required at times.
- Must provide a clear criminal record check with vulnerable sector.
