The Traffic Operations Section operates Edmonton’s diverse network of roads including freeways, expressways, arterial, collector and local roads as well as shared pathways and on-street bicycle facilities. As the Traffic Engineer in Training you will be provided an exciting opportunity to operationalize the City Plan that sets the strategic direction for the way Edmonton grows, its mobility systems, open spaces and places.

You will report directly to the Senior Traffic Engineer, who is responsible to review and approve the work being performed by this developmental role.

What will you do?

  • Evaluate and analyze City wide traffic operational issues for all modes of travel including active modes.
  • Prepare and maintain technical and legal documents such as bylaws, guidelines and procedures.
  • Review engineering design drawings, roadway speed limits and provide support to Traffic Technicians and other City departments.
  • Review requests for new signage and pavement markings and prepare recommendations for review.
  • Prepare traffic signage and pavement marking installation plans for review.
  • Analyze and recommend roadway posted speed limits in accordance with national and local guidelines for review and approval.
  • Complete plan reviews for internal and external circulations from a traffic operations perspective.
  • Represent Traffic Operations to provide information and technical support to other City Branches and Departments.
  • Complete railway crossing reviews in coordination with rail companies and Transport Canada.
  • Contribute to the establishment of traffic restriction procedures and guidelines for traffic lane closures and detours associated with road construction and special events.
  • Conduct site inspections and field observations.
  • Support the Traffic Operations capital program, including the City’s overhead sign program.
  • Support the preparation and administration of the terms and conditions of contractual agreements for external engineering services.
  • Research and recommend changes based upon best practices to the Traffic Bylaw.
  • Perform other duties as required.

Qualifications:

  • Bachelor’s Degree in Civil Engineering or Transportation Engineering.
  • Must be registered as an Engineer in Training (EIT) with APEGA (in good standing) and working towards a Professional Engineer (P.Eng) designation.
  • Knowledge of and experience with traffic operations, traffic safety, transportation engineering and/or transportation planning.

Skills required for success:

  • Understand and adhere to all APEGA regulations and standards as it relates to the Engineer-in-Training status.
  • Knowledgeable about Transportation Association of Canada guidelines and City standards.
  • Ability to analyze complex technical information and make timely decisions.
  • Proven project management skills.
  • Excellent oral and written communication skills, including technical and contractual communication, report writing and presentations.
  • Demonstrated problem solving, diplomacy, negotiating skills, and change management skills.
  • Ability to work effectively as a team member.
  • Conduct work in a manner that complies with the requirements set out in the City's Environmental Management System (EMS).

Conditions of Employment:

  • Valid Alberta Class 5 driver's license (or provincial equivalent). Applicants will be required to arrange their own transportation for this position and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require you to obtain business-use auto insurance.
  • Applicants may be tested.

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Hours of Work: 40 hours per week, Monday - Friday.

Salary: $33.638 - $40.887 (Hourly); $70,236.140 - $85,372.060 (Annually).
