Technology & Innovation Advisor - BIS Innovation Hub, Toronto

(Office Location: Toronto, Canada)

Our mission at the BIS Innovation Hub is to foster international collaboration on innovative financial technology within the central banking community to improve the functioning and efficiency of the international financial system. A key focus of this mission is developing public goods to strengthen the effectiveness and resilience of the global financial system. Our Toronto Centre benefits from being based in a region with extremely vibrant FinTech ecosystems, where rapid technological developments are taking place.

We are seeking a Technology & Innovation Advisor with a passion for data, technology, and finance, driven to innovate and deliver meaningful impact.

By joining us, you will be at the forefront of financial technology innovation, staying ahead of trends, opportunities, and risks in the digitalisation of the financial sector.

You will provide solid delivery focus, technology leadership, coaching and expertise to our multidisciplinary team to achieve objectives of the centre. You will help enable central banks to leverage cutting-edge technology and data to fulfill their mandates, tackle global challenges, and shape innovation strategies for financial authorities worldwide. You will be instrumental in scoping our work programme, delivering our portfolio as well as shaping the strategy, culture, and operations of the Toronto Innovation Centre. You will report to the Centre Head, as their Adviser, and work closely with the team based in Toronto, the wider Innovation Hub as well as host central bank colleagues.

Principal accountabilities:

  • Provide input and challenge to technology and data strategies, solutions, roadmaps, blueprints as well as identifying roundtable and workshop opportunities to support the central banks and regulatory authorities as relevant.
  • Lead the development and oversight of outcome-based project proposals, related procurement activities as well as in the supervision and execution of projects, working closely with the Centre Head and the host central bank team.
  • Foster strong collaboration with the host central bank, effectively manage external delivery partners, co-design solutions for the centre's projects, and ensure the successful delivery and quality of commissioned work.
  • Evaluate emerging technologies and solutions to identify opportunities and risks relevant to our projects and the central bank community.
  • Drive effective coordination of the Centre’s activities in collaboration with the host central bank, other BIS Innovation Hub centres, and the Bank of Canada. Build strong, productive partnerships to share insights, generate ideas, and deliver initiatives that align with shared objectives.
  • Excel at building and expanding networks across the BIS Innovation Hub, central banks, regulators, academia, the private sector, BIS committees, and international organizations to drive collaboration and impact.
  • Represent the BIS at official meetings, industry and academic conferences and relevant technology events. Be a thought leader and contribute both verbal and written insights to the centre and broader innovation hub.

The successful candidate will have:

  • Relevant work experience within technology consulting, the technology sector, central banking, international organization, financial services, or financial regulation.
  • Proven experience and successful track record of managing sophisticated analysis and technology projects (or programmes) to time and budget.
  • Extensive experience in project scoping, planning, and leadership, paired with a results-driven mindset and the energy to achieve substantial outcomes.
  • Experience with data, solution or enterprise architecture.
  • Strong knowledge and / or hands-on experience with implementing AI, machine learning or other data analysis solutions.
  • Good knowledge of and / or hands-on experience with at least two or more of the following: Cybersecurity, cyber-resilience, AML, AFC, data standards, web3, blockchain / DLT, tokenization, FinTech, payments and payments data, technology infrastructure.
  • Passion for emerging technologies and trends, with innovative, out-of-the-box thinking to identify practical applications for improving central banking or the financial system, while seeing the bigger picture to uncover opportunities, solutions, gaps, and risks.
  • Strong leadership, decision-making, and stakeholder management skills, combined with strong communication, analytical, and problem-solving abilities.
  • Experience managing third-party project partners to deliver high-quality results within scope, time, and budget, combined with a team-oriented approach and the ability to thrive in a fast-paced, multicultural environment, both face-to-face and remotely.
  • Commitment towards developing individual and team capabilities through coaching and mentoring.
