Purpose of your Position - Non Union

The Corporate Strategy & Performance Department (CSP) supports the organization to identify and communicate the strategic direction and results desired at the corporate and business unit levels, enabling them to provide compelling evidence to show progress on the results and service delivery levels that are important to the community and organization.

The Systems and Project Manager position owns and oversees the ongoing programs required to support CSP’s mandate, the organization’s focus on results, and deliver on the CSP business partner model including systems support, project management, communications, learning materials, and training.

This position is responsible for implementing, maintaining, and improving all aspects of the corporate systems and tools to effectively provide visibility to strategic direction, results, and actions for collaboration and decision making at the individual, business unit, and executive levels.

Duties

  1. Manage enterprise strategy & performance management software (StrategyBlocks)
    • Lead and manage system effectiveness in terms of information architecture, operation, version release, processes, training, and vendor relationship.
    • Work directly with users and client teams to optimize use and value of the software, including visualizing info, to support proactive management of strategic plans, projects, and performance measures.
    • Ensure corporate system use and improvements are evaluated, provides recommendations, and implements changes to meet and keep pace with corporate needs and growth.
    • Onboard, train and support new users; Support CSP team with complex client requests.
  2. Project management – lead and manage corporate and department projects
    • Initiate, plan, and deliver improvement projects for the CSP department.
    • Initiate, plan, and deliver corporate change projects and initiatives to advance the organization along the Performance Management Maturity model.
    • Develop and apply related policy and governance frameworks.
  3. Performance measurement program
    • Lead annual delivery of performance measurement and reporting programs such as the Municipal Benchmark Network Canada program and support annual council and corporate priority reporting (progress on Council and Corporate priorities) and related systems and tools.
    • Manage the visualization of performance data in StrategyBlocks and other systems, including maintaining a corporate data asset catalogue of performance measures.
    • Ensure the harmonization of data approach with corporate approach (notably IS and Finance) to ensure quality and reliability of data.
  4. Communications & organization learning and development
    • Develop, maintain, and execute an ongoing communications plan for external and internal audiences.
    • Maintain and improve web content, internal resources, and corporate calendar.
    • Identify opportunities and develop strategies to build strategy & performance competencies and practices in the organization.
    • Improve the design and delivery of annual training program to support the competencies required to deliver on the Strategy Cycle.

Knowledge

University degree in Business, Management, Arts, or another suitable field of study along with at least five years of relevant experience. Demonstrated knowledge and experience in project management (planning and delivering projects) and leading people through change (change management). Knowledge of performance management systems and methodologies as well as Strategic Plan development and evaluation.

Skills & Abilities

Must be customer centric. Project management knowledge and experience with the ability to lead people through change (change management). Operational, program, and time management skills are essential. Influencing behavior change and buy-in, building solid working relationships. High attention to detail. Strong practical and theoretical systems knowledge as well as user design concepts knowledge.

Pay Rate

$91,500 to $106,700 annually
