Lead the City’s external and internal recycling and waste diversion efforts, working with residents, waste haulers, and other industry stakeholders. Collaborate with other City departments on internal-facing environmental initiatives and serve as the City’s representative and primary spokesperson for advancing and promoting communitywide sustainability and environmental initiatives. Develop educational campaigns to inform the community on single-stream recycling program and other environmental programs. Plan and organize events such as the Big Sioux Stewardship Summit, the Big Sioux River Cleanup, and other City-hosted public events.

Job Responsibilities

  1. Oversee recycling and waste diversion programs to reduce landfill contributions, encourage responsible resource use, and lengthen the life of the Sioux Falls Regional Landfill. Collect data and monitor waste hauler compliance in the single-stream recycling program. Engage community members and industry stakeholders to ensure recycling access is provided at all properties in the city. Monitor program effectiveness, collect data, and prepare reports to evaluate progress and recommend improvements.
  2. Coordinate strategic educational campaigns alongside City communications team. Plan, write, and coordinate content updates for website, social media, internal communications, video, and/or print.
  3. Lead and coordinate all aspects of event planning, including logistics, budgeting, speaker selection and coordination, venue selection, and vendor management to ensure successful execution of corporate and private events.
  4. Assist as assigned in the oversight of contractors related to the operation of the City’s Household Hazardous Waste Facility.
  5. Serve as chairperson on the Solid Waste Planning Board. Coordinate meetings, prepare agendas and minutes, liaise with board members, industry representatives, and the public.
  6. Investigate recycling and garbage complaints, recommend corrective action, conduct compliance follow-up, and conduct code enforcement action as necessary.
  7. Stay informed on industry trends, regulations, best practices, and funding opportunities to enhance program impact and innovation.
  8. Collaborate with the Environmental Office and other divisions of Public Works on environmental initiatives. Educate, provide technical assistance to, and work collaboratively with City departments and related staff, Mayor, and City Council to promote, leverage support, and integrate reasonable sustainable practices into the community and City operations. Give presentations to City staff and City Council.
  9. Serve as a liaison between local organizations, community groups, and government agencies to build partnerships that support environmental initiatives.
  10. Organize and lead community engagement events, workshops, and outreach programs to encourage public participation.
  11. Perform other such duties and functions as are necessary or incidental to the proper performance of this position.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in natural sciences, environmental management, business or public administration, communications, or related degree along with a demonstrated interest in recycling and sustainability; or any such combination of education, experience, and training as may be acceptable to the hiring authority. Four (4) years’ related experience is preferred.

Must possess or be able to obtain prior to hire a valid driver’s license.

Supplemental Information

Passion for conservation and/or interest in waste diversion, recycling, and composting.

Excellent communication skills, both oral and written, as well as excellent public presentation skills.

Knowledge of the principles and techniques of mass and targeted communication and marketing.

Ability to establish working relationships, building trust and credibility with both internal and external stakeholders including City employees, community leaders, elected officials, and constituents of varied backgrounds.

Strong organizational skills with the ability to manage multiple tasks and competing priorities effectively. Strong analytical mindset with the ability to deconstruct large, complex policies into clear, actionable strategies and initiatives.

Ability to communicate effectively, both orally and in writing, to a variety of audiences.

Self-motivated with ability to work independently and innovatively in a high-pressure, high-expectation environment effectively prioritizing and executing tasks.

Knowledge of the principles and practices of environmental protection and natural resource management.

Knowledge of necessary principles to incorporate project/program management skills.

Ability to analyze, interpret, communicate, and make recommendations in accordance with laws, regulations, and policies on a federal, state, and local level.

Ability to maintain the confidentiality and integrity of the Public Works department.
