The Opportunity
Development Services is comprised of several branches. The Department's mission is to guide the growth and development of Barrie towards a vibrant, livable and resilient community through development of a strong policy framework for land use decision making and development review services. The Branches work together to implement provincial policies, address corporate strategic objectives and apply best practices in land use planning, development review, technical design review, active transportation implementation and guide development and growth with full support from professional, technical and administrative support staff. Feedback and interaction with a variety of other Departments within the organization, and gained through public consultation, are key to realizing Council and corporate directions, many of which are initiated and commenced through the development process.
Reporting to and under the general guidance and direction of the Manager of Planning, the Supervisor of Planning and Zoning Enforcement is responsible for day-to-day staff oversight and guidance on technical matters related to the processing of development applications/agreements, Committee of Adjustment applications, zoning compliance associated with building permit review and zoning enforcement. Drawing upon their experience, technical skills and knowledge, the Supervisor of Planning and Zoning is the primary point of contact for the Development and Agreements Coordinator, Secretary-Treasurer of the Committee of Adjustment and zoning enforcement staff including trouble shooting, issues resolution, process inquiries and guidance related to the municipal Zoning By-law and interpretation. The Supervisor of Zoning oversees the coordination and execution of development agreements and by-laws such as subdivision agreements, site plan agreements, rezoning by-laws, holding by-laws, part lot control by-laws and deeming by-law within the legislated timelines as prescribed by the Planning Act.

The Supervisor of Planning and Zoning Enforcement works directly with Planning staff and oversees in the review of and processing of development agreements, commenting on Committee of Adjustment correspondence, staff reports and technical comments. This position takes a lead role in working with Planning staff on their professional growth and is actively involved in coaching, mentoring, and providing regular constructive feedback on assignments to ensure the staff learn from their experiences. The Supervisor of Planning and Zoning Enforcement works closely with the Supervisor of Growth Management in supporting the data collection and accuracy for consents, minor variances, and enforcement files for monitoring purposes and reporting on KPIs.


This position provides functional, technical and professional advice and guidance to Senior Management Staff, City Council, City departments, external agencies, consultants, landowners/developers and the general public related to the coordination of land use planning and development approvals and processes to ensure that efficient, sustainable and functional land development occurs across the City.

Education (degree/diploma/certifications)

  • Four (4) year University Degree in Urban Planning, Geography or related discipline
  • Registered Professional Planner (RPP) Designation from the Ontario Professional Planners Institute (OPPI)

Experience

  • Seven (7) years of progressive experience performing duties related to the above-mentioned major responsibilities within a municipal government or land use planning and development work environment including three (3) years of leadership/supervisory experience.
  • Demonstrated experience preparing, applying, and interpreting planning documents and regulation instruments.
  • Demonstrated experience in effective change management techniques, strategic planning, operational planning, group facilitation and project management.
  • Demonstrated experience in making recommendations and oral presentations before City Council, Committees, organizations and groups.


Knowledge/Skill/Ability

    Thorough knowledge of the following legislation, regulations, or requirements: Condominium Act; Development Charges Act; Environmental Assessment Act; Heritage Act; Lake Simcoe Protection Plan; Municipal Act; Ontario Planning Act; Provincial Growth Plan; and Provincial Policy Statement.
    Working knowledge of the OLT appeals processes including demonstrated experience preparing, presenting, and defending professional planning evidence under cross examination.
    Thorough knowledge of the following principles and standards: contemporary land-use, development, and urban design planning issues; current trends, policies, practices, technology, and information relative to growth planning, including land-use planning, policy development and urban design; the application and interpretation of municipal planning policy documents and regulation instruments, including Official Plans, Zoning By-laws and Urban Design Guidelines.
    Thorough knowledge of the Committees of Adjustment process.
    Working knowledge of management principles, labour relations principles, collective agreement administration and contemporary management practices.
    Advanced skills include:

    Computer literacy utilizing the GIS mapping software (ESRI), Microsoft Office Suite (Word, Excel, Project, Visio), Autodesk CAD products, GIS web portals, Adobe products, SQL Server, SharePoint, computerized maintenance management systems, application and permitting solutions, development application software, electronic tracking systems, and the Internet.
    Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week.
    Availability to assist with after-hours questions, concerns, and/or emergencies; to attend evening/weekend meetings or special events; and/or to work outside of designated normal hours per week.

    • oversee the project management, review, analysis, and the recommendations regarding strategic projects, which involves the consideration of technical issues, procedural issues, and political sensitivities
    • For strategic and corporate initiatives, interpret and analyze data, identify challenges or opportunities, and make recommendations

Conditions of Employment

Location: City Hall, 70 Collier Street, Barrie, Ontario
  • Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This is a temporary full-time non-union position with the following pay level and 2024 pay range:
  • Pay Level: Level 12
  • Yearly Salary: $85,645.83 to $114,764.56
  • Hourly Pay Rate: $47.06 to $63.06
Benefits: This position includes single health and dental benefits, optional enrollment in the OMERS Primary Pension plan, prorated paid sick time based on the expected duration of employment, and prorated vacation time based on calendar year and in accordance with the Employment Standards Act.
