GENERAL DESCRIPTION:

Under general supervision, the Supervisor, Data Analytics leads a team of data science professionals in the delivery of reporting, analysis, and data-driven decision-making processes in Planning and Development Services. The incumbent is responsible for overseeing data collection, analysis, reporting, and interpretation to provide actionable insights, improve business operations, and support objectives. The Supervisor, Data Analytics ensures data integrity, manages analytics projects, and collaborates with cross-functional teams to meet organizational and strategic goals. Additionally, this role is responsible for oversight of the Municipal Census and supporting population projection requirements. Primary responsibilities of this position include:

Employee Development: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed and coordinated to ensure service levels. Provides direction on task prioritization, and leads staff in the delivery of technical advice, reporting, and decision support. Mentors, coaches, and provides support to staff. Empowers and develops staff by way of regular feedback, providing development opportunities and technical direction, as well as delegation of responsibilities.

Research and Implementation: Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on the Municipality’s best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input to department business plans, initiatives, and budget to ensure continuous achievement of department goals.

Departmental Guidance: Implements and oversees quality control on all developed and maintained data (both spatial and non-spatial). Manages all procedures related to identifying, prioritizing, and resolving client requests. Coordinates and performs error checking and reports to ensure they are evaluated and resolved. Recognizes opportunities for improving municipal staff access or contribution to data and analytics. Acts on those opportunities with help from the department to improve decision-making in the Municipality.

SKILLS REQUIREMENTS:

  • Working understanding of statistical analysis, data modelling, and machine learning techniques.
  • Proven experience with business and technical requirements analysis, user elicitation, modelling, verification, and methodology development.
  • Strong communication and presentation skills, with the ability to explain complex data insights to non-technical stakeholders.
  • Experience with data governance and data quality management.
  • Demonstrated ability to lead and empower people.
  • Experience working in a team-oriented, collaborative environment.
  • High attention to detail, with excellent analytical, mathematical, and creative problem-solving skills.
  • Working knowledge of information systems and technology, and able to adapt to technology innovations and upgrades.
  • Demonstrated ability to assess situations from a business perspective.
  • Proven customer focus with demonstrated ability to build effective relationships with internal customers, external providers, and industry contacts; interacting in a manner that builds trust, credibility, and rapport.
  • Proficiency with one or more industry-standard data analysis tool and software (e.g., Desktop GIS, SQL, Python, Microsoft PowerBI, Tableau).
  • Sound, practical judgement using independent decision making, with political awareness and sensitivity.

EDUCATION:

  • Five (5) years of experience working in GIS, Data Analytics or Data Science is required with a minimum of two (2) years of related leadership/supervisory experience.
  • Experience in policy analysis and project management is an asset.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

EXPERIENCE:

  • Degree in Geography, Economics, Computer Science, Statistics, Mathematics, Engineering, or another related degree.
  • Additional certification in Geographic Information Systems (GIS), Data Analytics, or Data Science is an asset.
  • An equivalent combination of education and work experience may be considered.

OTHER REQUIREMENTS:

  • Submission of a Criminal Record Check. A valid Class five (5) Operator’s License is required.

As per Section 2 of the Occupational Health and Safety Act, the incumbent shall ensure, while in the employ of the Regional Municipality of Wood Buffalo, the health and safety of employees, contractors, and the public.

This position is employed in a supervisory capacity. As such, the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
