Job description

POSITION SUMMARY

Under the direction of the Manager of Utilities & Public Works, the Superintendent of Public Works is responsible for planning, organizing, and leading the day-to-day operations of the Public Works division and will provide management and direction in the areas of inside/outside operations such as waste collection, storm drainage, roads and streets, fleet, and parks. Other responsibilities include budget management, administration, and supervision of personnel as well as assisting in policy development and capital works planning.

EDUCATION/EXPERIENCE

  • A diploma or degree from an accredited college or university with major course work in Civil Engineering, Technology or related field
  • Registered or eligible for registration with the Applied Science Technologists & Technicians of BC (ASTTBC) or as a Professional Engineer or Engineering Technologist in BC
  • Minimum 5-7 years direct related experience in Municipal construction and maintenance covering roads, parks, and residential/commercial properties
  • Minimum 5-7 years of supervision, training, and performance evaluation; principles and practices of administration, budget and personnel management
  • Equivalent combination of education, training and experience may be considered

REQUIREMENTS

  • Criminal Record Check with results acceptable to WFN
  • Valid Class 5 Driver’s License and Acceptable Driver’s Abstract
  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.

JOB DUTIES/RESPONSIBILITIES

  • Participates in the development and implementation of WFN’s goals, objectives, priorities, policies, procedures, project prioritization, and problem resolution
  • Assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems
  • Assesses and monitors workload, administrative support systems, and internal reporting relationships; identifies opportunities for improvement and directs and implements changes as needed
  • Establishes a monitoring system for work accomplishments, plans, goals, and objectives
  • Develops and implements improvements to systems and operations to advance the operational effectiveness of the department
  • Evaluates maintenance needs and problems; identifies materials and resources required to solve problems
  • Directs, motivates, organizes, evaluates, and supervises staff; provides and/or coordinates staff training; conducts annual performance evaluations
  • Assists in developing and administering the annual operating budget; forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
  • Oversees and is accountable for record keeping and the management of payables and receivables for the Public Works department
  • Estimates time and cost of projects to make the most economical use of labour and materials
  • Participates in the development of capital improvement projects in compliance with WFN’s specifications, regulations, and procedures
  • Coordinates projects with other departments, agencies, teams, consultants, developers, and/or property owners
  • Responds to public inquiries and complaints and takes appropriate action; develops notification letters and other public information documents as appropriate
  • Ensures WFN policies, programs, and necessary actions are taken to maintain compliance with local, provincial and federal laws and programs related to storm water, solid waste, and worker and public safety
  • Maintains compliance with the Occupational Health and Safety Act and Municipal Health and Safety Workplace Programs; organizes and conducts health and safety training ensuring minutes of the meetings are recorded
  • Makes recommendations to manager regarding the lease or purchase of equipment, material, and supplies
  • Develops and manages a preventative maintenance program for the storm water system and roads
  • Ensures all public works vehicles, equipment, and machinery are maintained and in excellent, safe working order, complete with fleet record management
  • Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures
  • Performs other duties and responsibilities as necessary in the performance of the position and as assigned by the Manager of Utilities & Public Works

KNOWLEDGE/SKILLS/ABILITIES

  • Extensive skills and knowledge in the application of maintenance management techniques as applied to municipal public works and parks including construction, maintenance repair, servicing methods, and equipment used in fleet maintenance operations
  • Thorough knowledge of proper safety procedures necessary to ensure safe operation and compliance with Work Safe BC and Workplace Hazardous Material Information System (WHMIS) requirements
  • Ability to read and interpret plans and specifications
  • Ability to make sound decisions, effectively communicate the decision process and outcomes, and establish and maintain effective working relationships with the general public, staff, and management team
  • Proficient computer skills in Microsoft Office, Microsoft Project, and Auto-Cad; ability to prepare and maintain a variety of records and reports; understanding of GIS
