Worley is seeking a seasoned Subcontracts Specialist to join the Subcontracts team at our home Office location in Edmonton, Alberta.

Supporting the Supply Chain function, the Subcontracts Specialist is responsible for the coordination of all third-party subcontracted services required to support the ongoing operational, production, and administrative functions of Worley. This encompasses all aspects of the supply chain from initial project sourcing strategy formulation, RFP management, negotiations, contract formation/award, post-award administration through to close-out. Other functions of the Subcontracts Specialist include supporting the business’ short- and long-term goals with ongoing evaluation and development of subcontractors, improvement and development of processes/procedures as required, negotiation of complex subcontracts or claims, and the mentoring of other team members.

The Subcontracts Specialist reports directly to the Senior Manager Subcontracts in all matters. In functional duties, the incumbent will liaise with all departments and branches including the project manager, construction managers, module yard, fabrication shop, estimators, legal, engineering, project controllers, HSE, quality, finance, and other internal and external customers of Worley.

Working Conditions:

  • Edmonton Head Office Hybrid Work from Home based schedule: 40 hours per week, Monday to Friday (Monday-Thursday 8.75 hours per day, Friday 5-hour day).
  • Must have a reliable means of transportation.
  • While this position is a Home Office-based position, the operations of Worley are project-driven. As such, the incumbent’s interest and flexibility for potential future site-based deployment considerations is considered an asset.

Responsibilities:

  • Work with the project teams to develop subcontract sourcing strategies and plans.
  • Execute subcontract supply chain activities required to support the project plan with focus on ensuring the project’s success in terms of delivery, performance, quality, best value, service, technical improvements, safety, and other related items.
  • Work with the various internal stakeholder teams to develop strong scopes of work, quality standards, commercial strategies, identify and incorporate client contract flow-downs into terms and conditions as required, etc.
  • Research and recommend qualified subcontractors based on capacity, quality, capability, experience, safety performance, financial health, etc.
  • Manage all RFP (or other informal sourcing) activities, including package creation, coordination of clarifications, proposal evaluations including coordination of technical evaluations as applicable, negotiation, and award recommendation.
  • Creation of award subcontract documents, negotiation of terms and conditions as applicable.
  • All activities required to successfully coordinate the mobilization of the subcontractor to the worksite, administration of the subcontract throughout its term ensuring strong performance, timely and transparent management and tracking of progress and incurred cost, coordination of all management of change activities as applicable, attestation and processing of subcontractor invoices, issuance of formal notices and correspondence, coordination of claims/disputes to resolution, close-out, and subcontractor performance evaluations.
  • Involvement in the ongoing training, operation, and maintenance of the Worley computerized Contracts Administration Management system.
  • Provide support, advice, and consultation to the business’ stakeholders as required with respect to industry supply chain management practices including strategic sourcing, contract law, proposal solicitation, negotiation strategies, treatment of irregularities, securing best value, subcontract preparation, logistics, performance management, ethics, etc. and recommend process improvements accordingly.
  • Build and maintain strong relationships with subcontractors, internal stakeholders, and client representatives where applicable.
  • Provide coaching and mentorship to other members of the subcontracts team, and broader cross-discipline teams as may be necessary.
  • Maintain professionalism and remain current with new developments through contacts with educational institutions, professional organizations, publications and in-house training.
  • Adhere to all corporate policies and ethics codes, i.e., Corporate Code of Conduct.
  • Undertake specifically assigned projects relating to the procurement and subcontract functions and provide summaries, reports, business cases and recommendations on projects along with other activities as required.

Qualifications:

  • 5+ years supply chain, procurement, and/or contract experience, preferably in a manufacturing, oil & gas or construction environment.
  • It is considered an asset for candidates to hold SCMP accreditation (C.P.P.) and/or post-secondary achievement related to Business Administration, Accounting, Business Planning and Operations, Project Management, Business/Contract Law, Commerce and Management Theories.
  • Knowledgeable in Supply Chain Management processes utilized in manufacturing, oil & gas and/or construction environments.
  • A high level of discretion and confidentiality.
  • Excellent time management and organizational skills.
  • Maturing negotiation skills.
  • Ability to work productively in a team environment as well as independently with nominal supervision.
  • Excellent communication skills in both verbal and written formats.
  • Ability to influence decisions and results without alienating people or being adversarial.
  • Interpersonal skills – establish direct working relationships and rapport with all levels within the organization.
  • Literacy in all Microsoft Office products.
