WORK FROM HOME

The successful candidate may be eligible for participation in a hybrid work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

FLEX

The successful candidate would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

Supports the long-term sustainment of infrastructure, service delivery and programs related to rainwater and stormwater management.

KEY DUTIES
  1. Provides administration, tracking, reporting and communications related to the City’s stormwater utility and Rainwater Rewards program, and implementation of stormwater management plans on private property and City green infrastructure assets.
  2. Reviews stormwater management plans for new developments and works closely with applicants to ensure compliance with City policies, specifications, and guidelines.
  3. Develops and implements business processes and process improvements to support rainwater and stormwater management policy and outcomes.
  4. Assists in the development of plans, strategies, policies, design guidelines and specifications related to rainwater and stormwater management, and green infrastructure.
  5. Engages with external professionals, agencies, community groups, professional and trade associations, or other potential partners in the development and/or application of policies, programs, and actions.
  6. Reviews and initiates changes to by-laws (e.g., Sanitary Sewer and Stormwater Utilities By-law, Zoning By-law, etc.) and plans for appropriate modifications/updates to support rainwater and stormwater policy and outcomes.
  7. Keeps apprised of emerging best management practices pertaining to green infrastructure, on-site rainwater management, and climate adaptation.
  8. Procures and manages consultancies, as required.
  9. Prepares presentations to senior management to seek support and guidance on cross departmental initiatives.
  10. Provides technical expertise and analysis related to City green infrastructure assets.
  11. Develops and delivers tools and resources to improve the public’s understanding and adoption of stormwater and rainwater management programs and policies.
  12. Represents the department in various working groups and forums. Organizes and facilitates meetings and workshops; liaises with the public/community stakeholders. Presents to various internal and external groups.
  13. Monitors and evaluates program effectiveness, documents performance trends, and recommends program improvements.
  14. Coordinates work on multiple projects simultaneously.
  15. Performs related duties where required.

INDEPENDENCE
  1. Work is generated by departmental work programs, referral applications, and requests from Council or the public.
  2. Work is reviewed through discussions with supervisor and department meetings.
  3. New initiatives, major projects and policies are discussed with supervisor with recommendations.

  8. Sound understanding of green infrastructure practices, stormwater and rainwater management, and climate adaptation.
  9. Understand how environmental issues integrate within the larger context of local government priorities and core services.
  10. Working level knowledge of current word processing, spreadsheet, and related specialty software (GIS and ESRI are assets).

Qualifications
Formal Education, Training and Occupational Certification:
  1. Undergraduate degree in Engineering, Environmental Science, or related field (4 years).
  2. Additional relevant training or certification an asset.
  3. Current and valid Class 5 BC Driver’s Licence.

Experience
  1. 4 years relevant experience.
  2. An equivalent combination of education.

Other
  1. May be requested to substitute in a more senior position.
  2. Experience in a local government or public institution setting is an asset.
