Main Purpose & Function
This position is regular part time with a focus on project and policy development for childcare and community-use social facilities, in the Social Policy & Projects Division of the Arts, Culture and Community Services department. The Social Planner 1 provides a range of professional and technical services in support of community-use projects and policies identified as priorities within the Social Policy & Projects Division, and expressed in the Healthy City Strategy (HCS), the City of Reconciliation framework, the Equity Framework and other related priorities and strategies. The incumbent will work toward achieving HCS goals by providing research and analysis and developing and implementing social policy focused on early care and learning, as well as participate in cross-department work groups focused on creating, preserving and renewing childcare and community infrastructure. In future, this position may be reassigned to focus on other Social Planner I related work within the division based on operational need.
Reporting to the Managing Director of Social Policy and Projects.
Specific Duties & Responsibilities
- Manages complex social policy initiatives, major social facility projects, policy development and inter-departmental planning initiatives.
- Collaborates across City departments, and with staff from other agencies, levels of government, and non-profit stakeholders on the completion of complex projects, agreements and initiatives.
- Prepares and presents reports and recommendations to senior staff, City Council, external stakeholders, and community groups.
- Other duties/responsibilities as assigned.
Qualifications
Education and Experience:
- University graduation in Urban Planning, Social Sciences or other related discipline, preferably at the Master’s level, or an equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Strong familiarity with and understanding of the landscape of community-based non-profit social service organizations and agencies in Vancouver, particularly those with a capacity-building mandate, and those serving vulnerable populations.
- Working knowledge of early care and learning research and practice and social science research methods, particularly as they relate to the solution of social problems.
- Knowledge and skills in using mapping programs including, but not limited to GIS.
- Experience and content knowledge in the areas of municipal social planning, social policy, community development, and social determinants of health.
- Ability to work effectively with civic and senior government officials.
- Considerable knowledge of land-use planning principles and practices particularly as applied at the local government level.
- Experience with regulatory review of development applications.
- Familiarity with the Healthy City Strategy, plus knowledge of City services, programs and processes.
- Experience in project management and project tracking.
- Demonstrated ability to lead or facilitate meetings, groups and manage conflict with tact and discretion.
- Demonstrated ability to build consensus with internal departments and with external parties including community stakeholders on complex social planning issues.
- Strong communication skills (oral and written), including the ability to clearly explain complex social planning issues and information to a variety of internal and external stakeholders.
- Demonstrated skill in preparing complex written communications such as briefing notes, policy documents, speaking notes, and reports.
- Demonstrated ability to establish and maintain effective working relationships with other staff, professionals and the public.
- Ability to work independently and as an effective member of a team and to cooperate with other employees, officials and the public.
- Ability to complete complex assignments using sound professional techniques and judgment.
