THE ORGANIZATION
New Chelsea Society is a non-profit organization that provides affordable housing to various groups of people in Vancouver. It was established by local branches of the Royal Canadian Legion to support veterans, but it has expanded its scope to serve seniors, people with disabilities, and families as well. The society owns and operates 21 properties that offer different types of housing options. It also runs Winch House, a temporary housing facility for injured members of the Royal Canadian Legion, the Army, Navy, Air Force Veterans in Canada, and emergency first responders who need a place to recover.

PURPOSE
The Site Manager 3 acting as the Landlord’s Agent under the Residential Tenancy Act, reports to the Senior Site Manager and is responsible for the effective operation of the residential building or buildings committed to their care and for the residents in those buildings. The Site Manager 3 supervises a team of Building Service Workers and Site Assistants.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Oversees all aspects of daily building operations, including performing maintenance and repair duties on electrical, plumbing, and carpentry systems. Maintains a safe and healthy environment for staff and residents. Ensures the safety and security of all buildings by overseeing the programming and monitoring of fobs, keys, and security system;
- Establishes positive relationships with residents to support successful tenancies. Collaborates with stakeholders to ensure effective building operations and resident support; communicates with residents and liaisons, both verbally and in writing, to ensure compliance with the Tenancy Agreement, Residential Tenancy Act, and its regulations.
- Collaborates with Resident Case Management and Accounting to resolve tenancy issues and conflicts, aiming to preserve tenancies; participates in preparation of legal steps for dignified tenancy termination, and in RTB hearings.
- Collaborates with Accounting, Resident Placement, Administration, Resident Case Management, and Operations to follow established processes and procedures; actively participates in developing and implementing new processes to enhance workflows and support NCS’s mission.
- Develops and implements various property plans including fire safety plan, preventative maintenance plan, emergency binder and operations manual.
- Performs daily routine inspections in the assigned properties to identify and address any signs of damage, vandalism, or system failures.
- Participates in the development of the building annual operating budget, Monitors and controls related expenditures in accordance with the budget versus actual expenditure.
- Provides leadership in all aspects of facility planning, e.g. the organization's physical plant, renovations and building maintenance including equipment and grounds.
- Supervises staff, contractors and/or others, monitors projects and workloads on an ongoing basis, and arranges for contractors/partners to view sites, enter units and ensures maintenance projects are effectively coordinated.
- Participates in the hiring process for staff that are supervised by this position, schedules staff and manages absences to ensure safe and appropriate coverage.
- Monitors the performance of assigned staff in accordance with NCS guidelines. Provide ongoing support, coaching, mentoring, recognition, direction, and training to foster high performance and effective teamwork.
- Maintains detailed inspection and maintenance records; analyzes historical data to optimize building performance.
- Participates in the ongoing development and review of NCS Documents.
- Ensures that buildings, residents, products, warranties, maintenance records, and suite information are accurately captured and maintained in relevant software applications; performs required follow ups.
- Performs unit inspections, including annual suite inspections; responds to resident inquiries and complaints, takes appropriate actions, completes incident reports, and delivers notices and forms as requested.
- Liaises with municipalities/authorities on issues such as permits and licenses, fire and safety codes and operational codes (e.g. elevators, electrical, mechanical and structure);
- Manages and participates in Emergency On-Call-Systems for assigned properties;
- Other duties as assigned by Senior Management.
WORKING CONDITIONS
This job consists of physically demanding conditions when working on the site. There will also be periods of sitting working at a desk within an office environment. There may be regular travel between sites. There may be periods when overtime is requested during emergencies, and participation in a shared rotation for after hour property coverage will be expected
REQUIREMENTS
- Minimum of 3-years management of residential housing experience, which includes experience with multi-unit management of a portfolio of 200 or more units;
- Minimum of 3-years experiences in supervising a team;
- Certificate in Property Management/Social Housing Management or related fields an asset;
- Experience should include working with/in senior, family, special needs residents and/or mixed housing;
- Good mechanical and technical skills.
- Excellent computer skills with the ability to use MS Office (Word, Excel, Outlook) and to learn specific property management and resident management software;
- Excellent analytical, problem solving, organizational, time management and prioritization skills;
- Strong verbal and written communication skills in English, and dispute resolution and negotiation skills;
- Demonstrate flexibility and strong work ethic;
- Familiarity with the RTA of B.C. and its regulations;
- Must possess a valid B.C. driver's license and have access to a reliable vehicle;
- Ability to work with a variety of different resident groups that are served at NCS properties;
- Must pass a criminal record check related to working with vulnerable residents (children and seniors).
