Major Responsibilities:

  • Prepares and edits purchase requisitions/contract release orders (CRO) where required to support service area clients.
  • Prepares product specifications descriptions/scope of work.
  • Issues competitive requests for quotations and works service area within approved limits and develops specifications for same where required.
  • Confers with suppliers regarding delivery, quality, etc., to ensure that service area and specification requirements are met.
  • Operates the City's automated purchasing system to process purchasing requirements (e.g. service area purchase orders, Contract Release Orders and purchase requisitions) and to update and retrieve purchasing information.
  • Operates the service area's purchasing system in MS Access for the processing of quotation requests and proposal calls and to track the status of requests to purchase.
  • Assists service area clients in developing their purchasing budget and annual purchasing plans.
  • Participates in the supplier evaluation/performance process and conducts follow up.
  • Represents the Service Area and provides advice, training and a coordination role to divisions and clients regarding purchasing and materials management matters, including any automated systems, purchasing policies & procedures, contract administration, contract management office, Inc. RFP, LVQ, RFQ, RFI and DPO etc.
  • Investigates complaints and resolves disputes between suppliers and customers.
  • Provides support to staff within the section as necessary and as directed.
  • Prepares summaries of quotations, and arrange for samples and testing of products.
  • Participates on committees related to Service Area purchasing.
  • Prepares service area purchase orders and related documentation from competitive quotation process.
  • Prepares correspondence and administrative reports using word processing and spreadsheet software.

Key Qualifications:

  • A certificate from a recognized Purchasing program such as Certified Professional Public Buyer (CPPB), Ontario Broader Public Association (OBPA) or the equivalent combination of education and/or experience.
  • Considerable experience sourcing and purchasing goods and services, preferably in a municipal environment.
  • Considerable experience issuing, summarizing, and processing competitive requests for quotations, preparing purchase orders, developing product/service specifications and reviewing contracts.
  • Experience working with policies and procedures relative to Purchasing, Contract Administration, Contract Management Office, including RFRs, LVQs, RFPs, RFIs and DPOs.
  • Experience with Microsoft Office Suite (i.e. Word, Excel, Outlook) and computerized purchasing systems (e.g. SAP - Purchasing module, SAP- Ariba/S-4Hanna).

You must also have:

  • Knowledge of the principles, practices, and procedures of procurement.
  • Knowledge of various Acts and regulations governing the public purchasing function (e.g., Sale of Goods Act, Workplace Safety and Insurance Act, City of Toronto Fair Wage/Labour Trades regulations, Federal and Provincial Sales Tax regulations, etc.).
  • Knowledge of the City's Purchasing By-law, policies and procedures.
  • Knowledge of the City's accounting system.
  • Highly developed oral and written communication skills, at all organizational levels.
  • Highly developed interpersonal skills to work effectively with other staff and members of the public.
  • Ability to work independently, as well as part of a team environment.
  • Good understanding of customer services and handling of conflict in an effective professional manner.
  • Knowledge of Purchase Order Amendment and Option Period Renewal procedures.
