Job Title : Senior Software Developer – Panorama Extensions
Job Type : Contract (May 1, 2025 – April 2, 2026)
Location : Hybrid – 5700 Yonge St, 5th Floor, Toronto, ON M2M 4K5 (3 days onsite, 2 days remote)
Project Overview :
The Public Health I&IT Solutions Branch is seeking three experienced Senior Software Developers to support the development, enhancement, and sustainment of Panorama Extensions—critical tools used by Ontario’s 34 Public Health Units (PHUs) to manage immunization data, vaccine inventory, and school immunization programs.
Panorama, supported by IBM, is Ontario’s centralized system for recording and managing immunizations and vaccine logistics. Extensions supported under this contract include:
- PHIX (Public Health Information Exchange)
- STIX (Student Information Exchange)
- m-IMMS (Mobile Immunizations app)
- PEAR (Panorama Enhanced Analytic Reporting)
- BO Reporting Tool (Business Objects)
Key Responsibilities :
- Develop, maintain, and support Panorama-related extensions and tools
- Design, code, test, and debug integration services and enhancements
- Align application functionality with Panorama upgrades and Ministry standards
- Perform impact analysis and performance tuning
- Provide incident resolution and sustainment support
- Collaborate with QA, business analysts, and other stakeholders
- Maintain Dev environments and CI pipelines
- Ensure compliance with public sector frameworks and accessibility standards
Required Experience & Skills :
Public Sector Experience (5 points) :
- Knowledge of Ontario's immunization systems, public sector health projects, and standards
- Familiarity with Public Sector Unified I&IT Project Methodology and gating processes
Technical Skills (50 points) :
- Expertise with Red Hat / Linux, WebSphere, API Connect, OAuth2, SecureKey Concierge
- Experience with HL7 FHIR protocols and healthcare integration standards
- Familiarity with DevOps, CI / CD, Docker, Kubernetes, Cloud Foundry (an asset)
- Tools: GitLab / SVN, Jira, Postman, SOAP UI, Informatica, Kibana / Elastic / Logstash
Core Development & Architecture (30 points) :
- Full SDLC knowledge, especially in Agile environments
- Experience developing cross-platform and mobile applications
- Application sustainment, scalability, and optimization
- Extensive UI / UX and accessibility standards experience (e.g., WCAG)
- Strong system design documentation and technical leadership
General & Interpersonal Skills (15 points) :

Assignment Notes :
- Hybrid Schedule: 3 days onsite in North York; 2 days remote
- Extensions: Permitted only if unused days / funds remain and Master Agreement is extended
