The Strategic Enterprise Integration and Modernization (SEIM) Division provides business transformation, modernization and integrated solutions, redefining fiscal government to the Office of the CFO’s divisions including Financial Planning, Internal Audit, Accounting Services, Finance Shared Services, Revenue Services, and Pension Payroll & Employee Benefits.

Reporting to the Director Financial Transformation, the Senior Project Manager (Budget Tool Revitalization Project) will work collaboratively with client divisions and in partnership with Technology Services, in leading the end-to-end modernization of the City of Toronto’s capital budget software systems with a unified cloud-based solution and deliver budget modernization initiatives.

As a strategic and collaborative expert, the Senior Project Manager will be responsible for:

Project Management

  • Developing and executing comprehensive project plans using Microsoft Project application, managing all phases from concept to implementation while adhering to project management methodologies.
  • Working collaboratively with cross-functional teams (Financial Planning, Technology Services, external consultants) to deliver solutions within scope, timeline, and budget constraints.
  • Managing assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety, organizational performance and continuous learning.
  • Leading project management and strategic advice for various projects applying the project management body of knowledge (e.g., Project Management Institute) to the planning and execution of assigned capital projects in a complex municipal environment.
  • Coordinating inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels.
  • Supervising the work of multidisciplinary and inter-divisional project teams as required, including the scheduling, assigning, and reviewing of work.
  • Advising and responding to requests from senior management and Division Head on project issues, status, and technical matters.
  • Managing time, budget, and scope to ensure successful project execution. Monitoring projects with the help of other City divisions to ensure completion in accordance with approved plans, agreements of undertaking and long-term maintenance.

Financial & Risk Management

  • Monitoring high valuing capital/operating budgets, developing business cases, and managing vendor contracts (RFPs/RFQs).
  • Proactively identifying risks, implementing mitigation strategies, and maintaining audit-ready documentation.

Compliance & Innovation

  • Ensuring adherence to municipal policies, procurement regulations, and cybersecurity standards during system transition.
  • Researching best practices in public-sector budget modernization to drive process improvements.

Delivery Accountability

  • Finalizing technical specifications, overseeing user acceptance testing, and coordinating change management for citywide rollout.
  • Reporting quarterly to senior leadership on milestones, KPIs, and post-implementation benefits realization.

What will you bring?

  • Extensive experience working on large-scale budget system projects, leading financial modernization projects, with a focus in developing project schedules from inception to completion.
  • Extensive experience using project management methodology, applying methods and standards, estimating and tracking time and efforts, allocating and deploying resources, a strong preference utilizing tools such as MS Project Systems tools.
  • Extensive experience with technology implementation/modernization transformation projects working in complex public sector settings. Experience in implementation of corporate budget systems (i.e. Anaplan, OneStream, Oracle, Workday, SAP Analytics Cloud) preferred.
  • Experience in managing external consultants, contractors, and funded partners, including administration of legal agreements, and managing of vendor contracts, supervision of deliverables, monitoring project scope and compliance, and evaluation of performance.
  • Considerable experience supervising a team (internal or external resources) with strong interpersonal skills to work independently and collaboratively with others in a multidisciplinary team setting.
  • Post-secondary education in computer science or a related discipline, or an equivalent combination of education and related experience. Project Management Professional (PMP) Certification an asset.
  • Ability to prepare, organize and present materials to various stakeholder audiences.
  • Ability to develop and execute strategic plans that align with organizational objectives and drive measurable results.
  • Exceptional communication and highly developed interpersonal and stakeholder management skills to engage, influence, and work constructively within a complex multi-stakeholder environment (e.g., elected officials, senior management, City staff and other orders of government).
  • Critical judgement, adaptability, and problem-solving skills to develop creative solutions to complex operational, policy and evaluation problems while fostering, supporting, and advancing innovation and/or change management from within a large organization.
  • Analytical skills to utilize a variety of quantitative and qualitative research methods and apply the research outcomes to projects and policies.
  • Ability to prioritize and complete project assignments working both independently and as part of a team.
  • Familiarity with government legislation in occupational health and safety is essential in this role, as is the ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
