Founded in 1891, the College of Pharmacists of British Columbia (CPBC) is located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh). CPBC is a BC health regulatory body and is a vital link in the chain of trust between patients, pharmacists and pharmacy technicians; its job is to protect the health and safety of the public by licensing and regulating pharmacists and pharmacy technicians and the pharmacies where they practice.

About the Role

Based in Vancouver, CPBC is seeking to hire a broadly experienced policy analyst with a regulatory and/or public policy development background to take on a temporary position of Senior Policy and Legislation Analyst for a 20 month term. This role involves overseeing complex policy development projects, including conducting research, analysis, and evaluation of policies and proposed initiatives within CPBC.

Reporting to the Director of Policy and Legislation, the successful candidate has exceptional analytical skills and demonstrated proficiency in researching, summarizing, and presenting complex information in various formats. This individual will provide guidance to the team and when required, to CPBC management, staff and relevant partners on policy, regulation, and standards. The ideal candidate will be knowledgeable about the provincial health care system and provincial and/or federal legislation relevant to health care generally and to the regulation of pharmacy.

Key Responsibilities

  1. Leads the development of policy and legislative initiatives.
  2. Leads and performs complex research and analysis on pharmacy-related matters.
  3. Provides advice and recommendations on policy and legislative issues.
  4. Leads and/or supports the production of complex briefing materials.
  5. Leads and/or supports the drafting of bylaws and policies.
  6. Ensures timely, relevant and meaningful internal and external consultation.
  7. Stays current on emerging issues relevant to the practice of pharmacy.
  8. Works collaboratively within a team of analysts and consultants.
  9. Builds effective relationships with CPBC staff and external organizations.
  10. Provides assistance and support to CPBC management, as required.

Qualifications, Skills and Knowledge

  1. Bachelor’s or master’s degree in a policy related field.
  2. Over 5 years of relevant work experience.
  3. Experience with regulatory or public policy development in multiple settings.
  4. Knowledge of provincial and/or federal legislation relevant to pharmacy practice.
  5. Exceptional written and verbal communication skills.
  6. Exceptional analytical skills and demonstrated proficiency in summarizing complex information.
  7. Demonstrated research skills and awareness of effective change management techniques.
  8. Intermediate computer skills - proficient in Microsoft 365 products.
  9. Strong detail orientation and drive for accuracy.
  10. Ability to build and maintain effective working relationships.

Salary and Benefits

The compensation range for this position is $90,549 to $108,659 per year based on a 35-hour work week. CPBC provides a total rewards program that includes competitive compensation, extended healthcare, a defined benefit pension plan, extra paid time-off, and other benefits.
