The Southern First Nations Network of Care (SFNNC) is an organization created under the Child and Family Services Authorities Act (CFSAA). The organization is responsible for the service delivery system of child and family services primarily to the citizens of the First Nations of southern Manitoba. Services are delivered through mandated First Nations CFS agencies and the All Nations Coordinated Response Network (ANCR), with the Southern Network carrying out its responsibilities under the CFSAA, including providing support, building capacity, and working with the leadership, communities, and agencies to ensure quality services.

SUMMARY:

Reporting to the CEO of the Southern First Nations Network of Care, the Senior Policy Analyst will develop and advise on culturally innovative solutions to support our Indigenous communities’ paths to self-governance and restoring their inherent rights to care for their own children and families. The successful candidate will be responsible for complex program/policy evaluation and development in the Child and Family Services field. This includes co-ordination, development, implementation, and administration of:

  1. Evaluation criteria and policy and procedure frameworks that act as guideposts to the CFS Department
  2. Programs to reflect and meet legislative and regulatory requirements established by Provincial and Federal child welfare legislation

In addition, the incumbent will prepare authority seeking documents such as funding and project proposals, briefing notes, and informational material directed to varying audiences including leadership and senior managers. This role is an opportunity to act as a knowledge leader and authority that drives forward best practice child and family care for our indigenous communities.

KEY RESPONSIBILITIES:

  1. Ownership of the collaborative planning, development, and implementation of child welfare focused projects/policies across various southern First Nations
  2. Leads consultations with CFS and social service organizations, First Nation communities, and various levels of government to gather information that:
    1. advances CFS policy supporting new community-based family law development and implementation
    2. synthesizes data to inform comprehensive, creative, and responsive recommendations to the CFS Program and leadership
  3. Utilizes project management skills and principles to establish workplans to identify clear directives and key resource requirements to carry out complex assignments
  4. Executes a variety of special studies and prepares position papers, reports, and other original finished material with recommendations for consideration by senior management and leadership
  5. Builds strategic relationships to enhance collaborative partnerships in support of achieving objectives
  6. Identifies emerging trends and evaluates complex issues, such as equity in accessing CFS services and inclusion policies
  7. Develops and communicates policy options, strategies, and possible solutions including potential new initiatives
  8. Develops high quality documents, reports, and communications to a wide range of audiences in a clear, accessible, accurate, and concise manner
  9. Possesses a highly developed understanding of quality standards with respect to preparing, proofreading/editing, formatting, and packaging a variety of documents including briefing notes, advisory notes, presentations, spreadsheets, formal proposals, reports, and correspondence
  10. Other initiatives and duties as assigned

EDUCATION AND QUALIFICATIONS:

  1. Post-secondary education in Social Sciences, Public Administration, Public Health, or other relevant disciplines; A combination of education and related work experience may be considered
  2. High level project management skills with strong written communication skills to prepare various clear and concise documents for executive decision-makers and various audiences
  3. Strong verbal communication skills to effectively communicate/facilitate across various stakeholder levels
  4. Extensive experience conducting research and development, interpretation, analysis, evaluation, implementation, and determining statutory responsibilities in policy
  5. Self-motivated individual that displays initiative to independently manage projects
  6. Highly developed interpersonal skills to build and maintain strong partnerships with staff, diverse stakeholders, and various audiences
  7. Ability to influence and guide the work of internal/external stakeholders with strong political acumen to navigate sensitive and confidential issues with tact and discretion
  8. Excellent organizational skills to manage competing and rapidly changing priorities within strict deadlines
  9. Proficient with MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams)
  10. Experience analyzing financial information related to program budgets and funding allocations would be considered an asset

OTHER REQUIREMENTS:

  1. A satisfactory and current Criminal Record Check with vulnerable sector search
  2. A clear and current Child Abuse Registry Check
  3. In-house Prior Contact Check
  4. A valid class 5 MB driver’s license and regular access to a reliable vehicle for business travel
  5. Must be willing to accommodate occasional overnight stays to attend conferences, co-planning activities, and visits to First Nations Communities
