About the role

The Policy team plays an integral role within Payments Canada, who owns and operates financial market infrastructure that underpins the Canadian financial system and economy. Superior policy development is critical for Payments Canada to support the needs of the Canadian payments ecosystem while meeting public policy objectives. In carrying out its mandate, Payments Canada supports government public policy objectives for the Canadian payments ecosystem of safety and soundness, efficiency, and meeting the needs of users. In this context, the Policy team is pivotal to advancing business priorities and building the influence and reputation of Payments Canada as the credible expert on payments and payment systems in Canada.

The Senior Policy Analyst is responsible for driving sound strategic policy analysis on business priorities, and challenging and politically sensitive issues. This includes identifying issues, evaluating policy options, collaborating with internal and external stakeholders, and developing recommendations on matters pertaining to the Canadian Payments Act, regulations and by-laws; the development, modernization and revisions to Payments Canada’s policy frameworks and rules; and other policy related matters arising from the operation of Payments Canada’s clearing and settlement systems. The Senior Policy Analyst will also build and manage internal and external relationships at the senior level to support sound policy development and effective decision-making toward the achievement of Payments Canada’s objectives and priorities. The Senior Policy Analyst is also responsible for helping guide and mentor the work of the Policy team’s Analysts to ensure the delivery of high-quality, factually accurate and coherent analysis and reports.

What you’ll do

Your Responsibilities as a Senior Policy Analyst will include:

  1. Policy Analysis & Advice: Provide authoritative policy expertise, perform analysis, and develop recommendations for Payments Canada’s systems, by-laws, rules, and initiatives. Prepare and deliver accurate reports and briefings for senior management and the Board. Participate in inter-divisional initiatives, proactively identifying issues, risks, and opportunities.
  2. Subject Matter Expert & Mentor: Maintain expertise in the Canadian payments system and regulatory environment. Present and share knowledge with internal and external audiences, mentor Policy Analysts, and contribute to Payments Canada’s strategic and corporate plans.
  3. Relationship Management and Industry Engagement: Build and maintain constructive relationships internally and externally. Engage with stakeholders, manage sensitive policy issues, and provide policy advice to operational committees. Convey complex messages effectively.

Minimum Qualifications

  • Undergraduate degree in Economics, Law, Public Policy, Social Science, Public Administration or related field;
  • A minimum of five (5) to seven (7) years of progressive experience in a policy or regulatory position within the financial services industry, or related regulatory/ government department;
  • Demonstrated policy research, preferably in the payments fintech or financial services or related field, and deep analytical skills to develop and critically assess policy options and recommendations, and the roadmaps to deliver;
  • Experience dealing with senior management and providing authoritative policy analysis and recommendations on options;
  • Experience working collaboratively with and consulting within an extremely complex ecosystem, consisting of industry and government stakeholders;
  • Exceptional writing and presentation skills;
  • Occasional travel is required;
  • Government of Canada Reliability clearance or eligibility to obtain.

Preferred Qualifications

  • Bilingualism is considered an asset.

Salary Range

  • Based on qualifications and experience: $93,637 and 117,046.
