Duties:

This position provides an exciting opportunity to work closely with internal stakeholders across BC Hydro to understand their IT business requirements and prioritize technology investments. The successful candidate will be accountable to lead and drive improvements across IT systems and processes with a current focus on the following business portfolio (subject to change over time):

Plan: Asset Planning, Dam Safety, Energy Planning, Engineering

Operate: Generation System Operations, Stations Field Operations

What you'll do

Reporting to the Director of Business Solutions & Services, the successful candidate will:

  • Provide IT Services by, but not limited to

- Understanding the specific business context, operational needs, and business objectives of the departments in the portfolio, identifying, justifying, prioritizing (both at the business level and enterprise level) and initiating the delivery of IT capabilities to meet business needs;

- Advocating for the business, leading change and promoting the adoption of consistent IT business solutions across the organization;

- Advocating for IT opportunities, process improvements, standards and constraints by establishing a shared understanding with the business;

- Acting as a Technology Asset Owner for the applications and infrastructure managed / supported by BSS;

- Supporting enterprise business process improvements across their KBU's;

- Representing the business, and supporting the development and the annual refresh of the BC Hydro Technology Strategy and 5-Year Plan (including technology roadmap development, project valuation, risks mitigation, prioritization assessment, and high-level implementation costs and schedule estimation); and,

- Representing, supporting and facilitating strategic and tactical program level planning (including KBU prioritization, demand management, resourcing scheduling, high-level business analysis, business case development / review / support / approvals, opportunity identification, and change management support), and business value realization.

  • Lead a team of IT professionals, union employees and contractors for effective delivery of technology services ensuring staff are effectively deployed to resolve problems and identify solutions, to effectively support current and emerging business requirement, and to ensure cost-effective operations.
  • Manage and ensure that the relationship management practices are consistent with enterprise standards for their accounts across organizational units; establish dashboard and KPIs, and identify key areas of focus for their respective business accounts; and, manage and resolve Business-IT relationship problems and issues.
  • Represent and engage appropriate IT expertise through the service delivery lifecycle, including the facilitation of projects through BC Hydro's Project Delivery Process (ITDSP) for a varied number of projects across the portfolio - Dam surveillance systems, Engineering and CAD systems, Relationship management systems, Environmental monitoring, etc.
  • Responsible for delivery of Work Programs for the various portfolios
  • Responsible for managing and overseeing minor enhancement work and operational budgets.
  • Oversee the coordination and alignment of activities across the IT service delivery lifecycle by providing input, feedback, and liaison to internal and external delivery and user support teams. Participates in working groups, steering committees, and other project committees as required.
  • Manage communications to the highest standard within the company and within Technology, and with stakeholder groups, regulators, and industry peers. Evangelize the benefits of technology and process innovation within an enterprise environment.

Qualifications:

  • Business process improvement, change management, project management, strategic thinking and analytical knowledge and skills are typically acquired through completion of a university degree in Commerce, Finance, Economics, Information Technology or equivalent. Working towards or completion of an MBA will be considered an asset.
  • Ten (10) years or more of demonstrated experience including:

- Financial, management control, policy and strategy development responsibilities involving large groups and budgets.

- Leading a diverse and engaged team to solve complex technology issues.

- Leading application maintenance / sustainment teams and maintaining operational integrity of enterprise-wide technology systems.

- Understanding the bigger picture in a complex and fast paced business environment and effectively aligning priorities with corporate strategic priorities.

- Gathering business requirements from stakeholders to envision and implement IT solutions that address business challenges and opportunities.

- Building and maintaining relationships with internal stakeholders, executives and a wide variety of technical teams and specialists.

  • Knowledge or basic certification in ITIL will also be considered an asset.
  • Experience working in a large corporation, utility or public industry will be considered an asset.

In addition, the ideal candidate will need to demonstrate:

  • Business acumen including an understanding of business needs and the role of Technology within an organization.
  • A working knowledge of standard IT tools and technologies as well as a working knowledge of engineering applications (e.g., Esri, Autodesk).
  • Leading edge knowledge of innovative business operations management practices.
  • Strong understanding of both technology and business perspectives to help technical and non-technical stakeholders develop a shared understanding of the technology, functional and process changes needed to deliver a highly usable and effective solution.
  • Knowledge of business process analysis, project management, vendor management, and problem solving, and decision-making methods.
  • Knowledge of enterprise architecture principles, software development lifecycles (SDLC), Application Lifecycle Management (ALM) and IT project management methodologies, processes and tools in a utility or industrial/operational environment.
  • Ability to discuss, analyze and provide professional IT services advice.
  • Ability to facilitate discussions, negotiate, influence multiple stakeholders and build consensus.
  • Ability to communicate effectively with a variety of stakeholders in writing (briefings, presentations) and verbally, adapt communications to technical and non-technical audiences.
  • Ability to adapt to change and, drive efficiencies, change and a culture of excellence.
  • Well-developed planning and organizing skills.
  • Class 5 Drivers Licence.

* This role is based out of the Edmonds office. There could be some travel between our Dunsmuir (Vancouver) and Edmonds (Burnaby) locations.

* There is potentially some limited travel to our Site C location.

* This position is classified as a Manager, Business Support Services at BC Hydro.
