Job Description:
PURPOSE OF POSITION
Manages the delivery of Macro Surveillance and Analytics programs, services, and initiatives in support of the overall Credit Union & Insurance Prudential strategies.
KEY RESPONSIBILITIES
- Manages the development and implementation of Macro Surveillance and Analytics unit programs/services/initiatives, plans, methods, tools, and processes to meet the overall strategic plans and priorities of the Credit Union & Insurance Prudential division.
- As part of the management team, supports FSRA leadership in formulating strategy and developing tactics, and provides leadership in executing programs, services, and initiatives to deliver on the strategy and tactics.
- Leads regulatory data and information reception activities of credit unions and insurance companies, including collaboration with IT to ensure that data is processed and accessible for analytical and reporting purposes.
- Leads data development and management activities, such as data validation, identification, and resolution of data quality issues, defining and implementing data quality measures, conversion of user requirements into technical specifications, and development and enhancement of data standards.
- Leads the development and implementation of programs on the surveillance of the macroeconomic environment that could impact the regulated entities and sectors, including acquisition and management of required macroeconomic data.
- Leads the creation of data analysis tools, sector-wide reviews and reporting, including to FSRA’s Board and CEO, credit unions and insurance sectors, other external stakeholders, and CUIP teams.
- Assists in the development, enhancement, and implementation of frameworks and systems, including but not limited to implementing, enhancing, and maintaining the Risk Based Supervisory Framework.
- Manages staff to foster a culture of service excellence which respects diversity, encourages teamwork, contributes to a healthy, rewarding, and productive working environment, and upholds personal and team accountability for meeting FRSA’s mandate.
- Accountable for building a strong team including hiring, orienting, training, and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
- Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the division.
- Develops, manages, and leads relationships and consultation with internal and external stakeholders.
- Works in collaboration with colleagues on priorities for FSRA.
QUALIFICATIONS
Education and Experience
- Degree in finance, economics, science, engineering, math, computer science, or related field with significant quantitative content; graduate degree is preferred; designations (such as CFA or FRM) are preferred.
- 6-8 years’ experience developing, planning, and managing the delivery of programs, services, initiatives in financial services industry and/or financial regulation.
- Experience in working as a member of a larger relevant function/department.
- Experience with people management, leading staff and resolving complex related issues.
- Experience with engaging stakeholders and developing relationships.
- Experience with leading projects.
- Experience with credit unions, banking and insurance is preferred.
Knowledge and Skills
- Knowledge and expertise in data acquisition, development, and management, including analytics.
- Knowledge of data architecture, databases, and data modeling is an asset.
- Skilled in leading complex data analysis and developing effective and insightful reporting.
- Skilled in risk assessment and risk management in relation to sectors regulated by FSRA.
- Strategic, adaptable, forward-thinking, with a strong understanding of the credit union (or banking) environment.
- Skills and ability to manage and champion change for an effective organizational culture and vision.
- Leadership skills to create a positive work environment that encourages each team member to reach their full potential while maintaining a healthy work-life balance.
- Experience with regression, analytics, and visualization technologies and tools to manipulate large data sets to analyze, test, validate, visualize, and report data (e.g. SQL scripting, SQL Server Reporting Services, PowerBI Report Server, Python, Dataiku, C++, R, Tableau).
- Experience in leading and developing detailed integrated economic forecasting methodologies and models to support a forward looking ever changing environment.
- Experience in leveraging macro-economic insights to drive strategic decision-making and ability to clearly convey complex economic messages.
- Strong communication skills and ability to interact with diverse groups across various organizational levels.
