The TD Bank Group Financial Crimes Risk Management (FCRM) Department is responsible for Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF) regulatory compliance and prudential risk management across the TD footprint. We act as proactive and trusted advisors to TD Business Lines, while supporting a consistent, adaptable, and effective culture across the organization, ensuring money laundering and terrorist financing risks are appropriately identified and mitigated.

Job Description:

The FCRM Enterprise Testing Quality Assurance (QA) Team is a key activity for measuring quality in FCRM Enterprise Testing process execution in line with departmental procedures and established standards. The QA Team is responsible for executing a formalized QA program, focusing on the operating effectiveness of the FCRM Enterprise Testing program.

The Senior Manager, FCRM Testing QA will be responsible for developing and overseeing a robust QA framework to ensure the effectiveness and consistency of our AML, Sanctions, and ABAC testing program. The execution of the program is based on a risk-focused, sampled base approach performed monthly by the FCRM Enterprise Testing QA staff. To be successful in this role, a candidate should possess subject matter expertise in Financial Crime Risk and excellent interpersonal and communication skills.

Responsibilities:
  • Leads the Quality Assurance function within the FCRM testing team, ensuring adherence to internal methodologies, regulatory expectations and industry best practices.
  • Develop and execute a QA framework, in alignment with FCRM QA/QC Standards, to assess the quality, accuracy, and effectiveness of testing activities across FCRM.
  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required.
  • Manages implementation and annual completion of QA activities for the FCRM testing program ensuring that the QA program is risk-based, comprehensive in scope and customized.
  • Interacts with business segments, corporate functions and FCRM testing management and staff in the development, execution and evaluation of testing activities under review.
  • Develops strong relationships and work collaboratively with business partners to keep abreast of issues and escalate as necessary.
  • Acts as subject matter expert and strategic advisor by providing guidance on QA issues to management, business units and respective teams for area of specialization.
  • Supports team in staying knowledgeable on emerging issues, trends, and evolving regulatory requirements and assess potential impacts to the Bank and the risk assessment program.

Education & Experience:
  • University degree/college diploma or equivalent.
  • Relevant professional designations and/or certifications preferred (ex. CAMS).
  • 10+ years relevant experience within a challenge function (e.g., Internal Audit, QA/QC, ORM, Risk Oversight) within the financial services industry.
  • Advanced knowledge of AML/ATF regulations (PCMLTFA and associated Regulations), financial crime typologies, and control testing frameworks.
  • Strong interpersonal skills to facilitate working with business unit, FCRM advisory, senior management, and business partners at all levels.
  • Prior management or supervisory experience and skill in mentoring, coaching and performance management.
  • Advanced ability to lead, plan, implement and evaluate program/project activities to ensure completion.
