Position Overview
The Human Resources Business Partner (HRBP) serves as a strategic advisor and operational resource to departments, providing expertise across multiple People & Culture functions, including talent management, organizational effectiveness, and labour relations. While this role operates in a generalist capacity, HRBPs may specialize in a particular area based on business needs. For example, a designated HRBP may primarily focus on talent management and organizational effectiveness while maintaining a working knowledge of labour relations. This role supports leadership and employees by implementing HR best practices, ensuring compliance with collective agreements, and fostering a productive and inclusive workplace culture that aligns with the corporation’s goals.
Key Responsibilities
Generalist Responsibilities:
- Provide day-to-day HR support and consultation to managers and employees on HR policies, procedures, and best practices.
- Mentor Talent Acquisition Specialist(s) with recruitment, onboarding, and retention strategies to attract and retain top talent.
- Support employee engagement initiatives and promote a positive workplace culture.
- Collaborate with HR colleagues to drive HR projects and continuous improvement initiatives.
- Act as a resource for compensation, benefits administration, and HR system management.
Talent Management & Organizational Effectiveness
- Partner with department leaders to develop workforce planning strategies, succession planning, and career development initiatives.
- Lead performance management processes, providing guidance on goal setting, feedback, and employee development.
- Identify training needs and facilitate employee development programs to enhance skills and organizational capabilities.
- Support change management initiatives by advising leaders on best practices in employee engagement and communication.
- Analyze workforce trends and metrics to inform HR strategies and policies.
Labour Relations & Employee Relations
- Interpret and administer collective agreements, providing guidance on contract compliance, grievance resolution, and labour relations strategies.
- Act as a key liaison between management and union representatives, fostering productive working relationships.
- Support negotiations of collective agreements and may participate in collective bargaining processes.
- Investigate and resolve workplace disputes, employee concerns, and disciplinary matters while ensuring compliance with employment legislation.
- Provide coaching and training to managers on labour relations best practices and conflict resolution.
- Liaise with legal when appropriate on employment-related matters.
HR Policy & Compliance
- Ensure HR policies and procedures align with municipal bylaws, provincial employment legislation, and collective agreements.
- Provide guidance on workplace accommodations, return-to-work programs, and health and safety requirements.
- Maintain accurate HR records and support compliance reporting as required.
What We’re Looking For
- Bachelor's degree in human resources is preferred; other related post-secondary fields may be considered.
- Certified Human Resources Professional (CHRP) designation preferred.
- 7 - 10 years of HR experience, with a focus on labour relations and talent management.
- Experience in a unionized environment within municipal government or the public sector.
- Strong communication, problem-solving, and relationship-building skills.
- Ability to analyze HR metrics and drive strategic initiatives.
