Intent of the process

A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (indeterminate, term, deployment, assignment, secondment or acting) within Transport Canada (TC).

The first application extraction will take place on May 27, 2024. The subsequent extractions will take place on a "as and when needed" basis.

Information you must provide

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

ED 1 : Successful completion of a secondary school diploma or an acceptable combination of education, training and / or experience.

Experience

EX1 :

• Recent and significant experience operating and in command of powered vessels over 6m in length in a commercial, enforcement or search and rescue capacity.
• Recent and significant is defined as approximately one (1) year experience within the last five (5) years.

EX2 : Experience interacting with the public and other community stakeholders.

EX3 : Experience with public consultation and education; public speaking.

EX4 : Experience in using computers for word processing, email, or any other software.

The following will be applied / assessed at a later date (essential for the job)

Knowledge

K1 : Knowledge of Canada Shipping Act, 2001.

K2 : Knowledge of the International Regulations for Preventing Collisions at Sea, 1972 with Canadian Modifications.

K3 : Knowledge of Victoria Harbour, including the Port of Victoria Traffic Scheme (PVTS).

Competencies

Abilities

A1 : Ability to interpret legislation including the Canada Marine Act and the Public Port and Public Port Facilities Regulations.

A4 : Ability to communicate effectively with stakeholder groups and deliver information to external groups.

A5 : Ability to manage and resolve conflict.

Experience

AEX1 :

• Recent and significant experience in communicating regulatory information or departmental policies to others (including the public, internal or external stakeholders).
• Recent and significant is defined as approximately one (1) year experience within the last five (5) years.

AEX2 : Experience in developing and delivering information sessions, power point presentations or training sessions.

AEX3 : Experience developing and implementing training exercises relative to vessel operation or emergency response.

AEX4 : Experience in the aviation industry and / or airport operations.

AEX5 : Experience in vessel maintenance.

AK1 : Knowledge of and familiarity with stakeholders and users of the Victoria Harbour.

Conditions of employment

Reliability Status security clearance

COE1 : Successful pre-employment Health Canada Occupational Health Assessment (Category 3)

COE2 : Possession of a valid class 5 provincial / territorial driver’s license in good standing.

COE3 : Willing and able to work overtime, shift work, evenings, and weekends as required and on short notice.

COE4 : Ability to board unstable platforms such as boats and floating docks.

COE5 : Ability and willingness to perform physically demanding work including moderate to heavy manual labour requiring bending and lifting heavy objects (up to 20kg).

COE6 : Ability and willingness to work in adverse conditions such as those found in the marine environment.

COE7 : Willing to wear a uniform and personal protective equipment.

COE8 : Small Vessel Operator Proficiency certification (SVOP or equivalent)

COE9 : Marine Emergency Duties certification (MED A3, SDV-BS or equivalent)

COE10 : Restricted Operator Certificate (ROC-M or ROC-MC)

COE11 : Valid first aid certificate (Marine Basic First Aid or Marine Advance First Aid)
