About Our Opportunity

The Senior Financial Analyst contributes to the fiscal sustainability of the Province of Nova Scotia by providing fiscal plan and forecast coordination services and support to the provincial corporate budgeting, fiscal planning, and forecasting processes.

As the Senior Financial Analyst, you will support monitoring and analysis of provincial revenues and coordination of the Province's budget. You will provide financial analysis and policy advice on the financial implications of a broad range of topics arising from all departments, agencies, boards, and commissions, helping to ensure that the government's policy decisions are coordinated and fiscally responsible. You will contribute to the development of the provincial budget, forecasts, multiyear fiscal plan, and debt reduction plan through the timely coordination of budget and forecast-related data, including revenues, debt servicing costs, pension valuation analysis, net income from government business enterprises, and expenditure data from the Treasury Board Office.

As the Senior Financial Analyst, you will report to the Director.

Primary Accountabilities

  • Compile, analyze and report on provincial revenues throughout the year and during the development of the annual budget.
  • Liaise with the Treasury Board Office during the budget process and during the development of multi-year fiscal plans to develop strong knowledge of corporate expenditure budget pressures and implications to the bottom line.
  • Represent the Department of Finance and Treasury Board on various committees, forums, special studies, and projects as designated.
  • Review, identify, and research various potential issues, from a risk management perspective, that are related to or may impact upon the budget, forecasts, or fiscal plan of the Province.
  • Project management, including research, development of policies and procedures, documentation of processes, analysis of financial impacts, implementation plans, communication and education, and evaluation of results.
  • Prepare Reports and Recommendations to Executive Council, Memorandum to Executive Council, briefing materials, and presentations on various topics.
  • Other duties as assigned.

Qualifications and Experience

This may be the right opportunity for you if you have an undergraduate degree from a related field (Business Administration, Commerce, Finance, Economics) with a minimum of 5 years related experience; or an equivalent such as a master's degree from a related field with 2 years of related experience. You have previous experience in financial management and/or policy analysis, development, and coordination.

You have a strong understanding of budgeting and forecasting processes in government or a large organization. You are familiar with government structure, legislation, regulation, and policy in a government environment. You possess strong strategic thinking and analytical skills, demonstrated leadership capability, and exceptional communication (written and verbal) and facilitation skills. You have solid technical knowledge with proficiency in the Microsoft Suite of software including Word, Excel, and PowerPoint.

While not required, it is considered an asset if you have a background in finance, economics, accounting, and taxation, as well as familiarity with issues related to fiscal planning, economic policy, financial sector policy, debt and debt management, and budget issues in Nova Scotia. A professional designation in accounting or finance would be an asset.

Pay Grade: EC 12

Salary Range: $3,687.15 - $4,608.93 Bi-Weekly
