SUMMARY OF THE POSITION:

The Senior Finance Officer will oversee the identification, pursuit, and management of funds required to successfully implement and operationalize the Algonquins of Pikwakanagan First Nation’s child wellbeing law, Nigig-Nibi-ki-win and the establishment of its agency, Nigig-Nibi-ki-win Gamik (“Nigig“).

The Senior Finance Officer will work collaboratively with the Chief Financial Officer, Executive Director, Human Relational Services Manager, and other members of the management team, in order to set up the reporting structures required to promote accurate financial projections, budgeting, and reporting, and support and maintain the ongoing delivery of services and programming to children, youth and families.

Assisting with the implementation of financial policies and procedures, and timely preparation of budgets, statements, and reports, will be key to ensuring the financial transparency and accountability of the department’s administration and operation.

Once Nigig is fully operational, the Senior Finance Officer will be responsible for the ongoing financial management of the agency.

DUTIES AND RESPONSIBILITIES:

  1. Funding and Administration
  • Administers funds, manages revenue streams, and allocates funds in accordance with prepared budgets.
  • Identifies and pursues retroactive, current, and future sources of funding with respect to the implementation, administration, and operation of the law.
  • Secures the necessary IT and software supports for financial administration.
  1. In collaboration with the Chief Financial Officer and other managerial roles
  • Provides comments as needed on salary levels, benefits, and insurance policies.
  • Assists with the administration of updates of accounting software, as may be required from time to time.
  • Oversees the set-up and administration of the payroll system.
  • Assists with the integration between the accounting system and the case management system.
  • Works with the Chief Financial Officer and Executive Director with respect to capital projects.
  1. Budgeting and Policies
  • Assists in the preparation and monitoring of annual budgets.
  • Prepares financial projections for the Chief Financial Officer.
  • Assists in the implementation and monitoring the effectiveness of policies and procedures and recommends improvements as needed.
  1. Statements and Reporting
  • Assists in the preparation of financial reports for Board meetings.
  • Assists in the preparation of financial reporting in compliance with applicable federal and provincial fiscal transfer agreements.
  • Assists in the preparation of financial statements and working papers for the year-end audit.
  • Responds to auditor inquiries in a timely manner.
  1. Accounting
  • Responsible for the maintenance of general ledger accounts, ensuring the completion of month-end procedures and conducting account reconciliation to ensure the accuracy of financial data.
  • Oversees and manages the daily operations of the finance team, providing guidance and supervision to staff.
  • Prepares general journal entries with appropriate supporting documentation.
  1. Payroll Administration
  • Processes bi-weekly and monthly payrolls.
  • Ensures timely filing and remittance of deductions at source, EHT, WSIB and pension contributions.
  • Completion of year-end T4s.
  • Responds to staff payroll queries.

WORKING CONDITIONS:

Due to the sensitive nature of personal payroll information and financial information relating to the department’s operations, the Senior Finance Officer is required to keep all information confidential. The Senior Finance Officer position requires you to sit and stand for various periods of time.

WORKING RELATIONSHIPS:

With the Chief Financial Officer and similar:

Receives direction and guidance; Collaborative relationship with respect to planning and prioritization; Guidance on required programs, services, and other resources.

With other staff:

Be a courteous and cooperative team player, and demonstrate leadership, management, and supervision of members of the Finance Department.

With Governmental Ministries and Agencies:

Represents and promotes the Algonquins of Pikwakanagan First Nation through Nigig; Maintains proper reporting relationships; Maintains awareness of all relevant policies and program changes.

With the public:

Represents and promotes the interests of the Algonquins of Pikwakanagan First Nation through Nigig; Works in a courteous, cooperative, respectful, positive, and proactive manner; Provides information using judgment and following the policies of Nigig; Provides assistance when required.

EMPLOYMENT REQUIREMENTS:

  1. Basic Requirements:
  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field. Candidates who possess either a Certified Aboriginal Financial Manager (CAFM) or Chartered Professional Accountant (CPA) designation are considered an asset. Additionally, candidates interested in pursuing a Certified Aboriginal Financial Manager (CAFM) designation will also be considered for this position.
  • Minimum of five (5) years of accounting and finance experience. Experience working with First Nations, Inuit, and Métis (FNIM) people in a community-based setting would be considered an asset.
  • Experience in supervising, training and onboarding of new staff is considered an asset.
  • Alternatively, individuals holding a diploma in Accounting, Business Administration or a related field coupled with a minimum of ten (10) years experience in an accounting and finance role will also be considered.
  1. Rated Requirements:

Knowledge

  • Indigenous knowledge.
  • Knowledge of Canadian accounting standards and payroll regulations.
  • Knowledge of local, regional, and provincial Indigenous and non-Indigenous services.

Abilities

  • Excellent organizational skills.
  • Effectively analyze and communicate the department’s financials, and propose budgeting solutions where required.
  • Prepare statements and reports in compliance with applicable laws and fiscal transfer agreements.
  • Coordinate across various teams to effectively respond to budgetary needs.
  • Proficiency in the use of computers and various software.
