Transportation Service's Planning, Design, and Management Section is seeking one Senior Project Manager and two Senior Engineers, to lead the planning, design, consultation, and delivery of complex, multi-modal quick build and civil construction capital projects across Toronto. These capital plans and projects contribute to shaping a more livable, equitable and resilient city and keep Torontonians moving safely.
Given the City’s diverse, multi-stakeholder environment, we are looking for Senior Project Managers and Senior Engineers who embrace diversity, equity and inclusion efforts, and lead by example in this regard, and can communicate effectively at all organizational levels, including the political level, while balancing competing stakeholder interests.
The Planning, Design and Management Section undertakes a variety of planning processes and projects across several units. Currently, Transportation Services is hiring Senior Project Managers within the following two units:
- Major Projects: (one permanent Senior Engineer position and one Senior Project Manager permanent position) accountable for undertaking Environmental Assessments, other major studies and preliminary designs for major transportation infrastructure and surface transit, and oversees the detailed design and delivery of projects.
- Asset Management: (one Senior Engineer) for the management of linear infrastructure assets.
As a Senior Project Manager in the Major Projects unit, you will be responsible for managing multiple complete street projects with broad transportation network implications and/or environmental impact. You will be responsible for procuring and managing multi-disciplinary consultant teams to undertake studies and prepare preliminary designs; as well as provide direction and oversight to delivery agents when projects advance to detailed design and implementation to ensure projects reflect best practices and Divisional priorities. You will provide leadership on interested party, public and Councillor engagement, balanced with ensuring technical requirements and policy objectives are reflected in designs.
As a Senior Engineer in the Major Projects unit, you will provide professional and technical support to Senior Project Managers and Project Leads in the development of project scopes of work for procurement documents to retain multi-disciplinary consultant teams for transformative capital projects, the evaluation of alternative designs, and the review of preliminary and detailed designs, including cost estimates, to ensure designs meet the City specifications and guidelines and provide value for money. You will also be responsible for supervising and mentoring a small engineering staff team.
As a Senior Engineer in the Asset Management Unit, you will be accountable for establishing, maintaining and managing inventories for transportation linear infrastructure assets, including roads, sidewalks and laneways, including attributes and conditions, environmental requirements, and, state of good repair maintenance and capital programs.
All Senior Project Manager and Senior Engineer candidates should possess extensive experience in planning, designing, and overseeing delivery of multi-modal transportation projects within an urban environment and managing multi-disciplinary teams, the ability to work under time constraints and meet deadlines, and have proven communication skills to interact with internal and external stakeholders and the public.
Major Responsibilities:
The primary functions associated with this position include, but are not limited to:
- Technical Design Knowledge, Research and Analysis: Develop preliminary and functional engineering design, oversee stakeholder coordination, financial controls, construction quality control and assurance, tenders and contract management and delivery of capital projects that implement road safety improvements and multi-modal Complete Streets features.
- Leads preliminary design for quick build and civil focused projects, environmental assessments and studies for multi-modal transportation projects, supporting capital delivery initiatives including pedestrian infrastructure (sidewalks, curbless streets, public realm and streetscape enhancements, infrastructure safety reconfigurations, etc.), on-street high-quality cycling infrastructure (cycle tracks, bike lanes, protected intersections, etc.), multi-use trails, and vehicular infrastructure.
- Oversees and/or supports the delivery of multi-modal projects including quick-build and civil construction.
- Oversees the development and implementation of Transportation Services asset management strategies and systems to meet Divisional and Council objectives and long term needs based on available physical and financial resources, including development of short and long term infrastructure asset maintenance and rehabilitation strategies to minimize lifecycle costs of transportation infrastructure.
- Develops, reviews and implements Transportation Services' annual and 5-year capital works programs and projects for the state-of-good repair of civil structures and pavements.
- Performs site inspections and assessments of infrastructure assets.
- Reviews, produces and comments on materials, including technical reports, functional plans and detailed design drawings.
- Prepare Committee and Council reports, presentations, Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluate tendered bids, makes recommendations for award of contracts, review and prepare change directives and payment certificates.
- Conducts public consultation including public and stakeholder meetings and events; responds to emails and phone calls; and collects, consolidates, and incorporates public feedback into designs.
Project Management, Relationship Building and Consultation:
- Leads, manages, and delivers complex, multidisciplinary engineering studies and capital projects and programs with competing deadlines.
- Coordinates and liaises with staff across the Division and other staff on all transportation related infrastructure asset management work, including rehabilitation, reconstruction and improvements to existing assets.
- Supervises and coordinates the work of multidisciplinary, inter-divisional and inter-agency project teams, as required, including the scheduling, assigning, and reviewing of work and monitoring service standards and delivery.
- Establishes, maintains and develops linkages to other departments, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
- Prepares staff reports and correspondence for a variety of audiences and makes presentations to senior division staff, elected officials, and the public.
- Develops Terms of References, scopes of work, specifications and materials for projects and consultant requirements for all purchasing call documents.
- Oversees external consultant assignments and projects, including proposal evaluation, vendor selection, legal agreements, and ongoing contract management with selected vendors.

Resource Management and Compliance:
- Responsible for management of Transportation Services' municipal bridges and pavement management applications (BMS and RoadMatrix).
- Monitors and reports on asset management needs assessments for civil structures and pavements including bridges, roads, laneways, sidewalks, retaining walls, culverts and guide rails.
- Monitors projects to ensure completion in accordance with approved plans.
- Develops business cases and ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, residents, property owners and other stakeholders, as required, on behalf of the City in order to achieve and implement the program and policy objectives.

Key Qualifications:
- Post-secondary education in planning, civil engineering, landscape architecture, urban design, project management with relevant experience or a discipline pertinent to the job function and/or equivalent combination of education and experience.
- Extensive experience in project management / coordination, delivering projects, activities, and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
- Considerable experience in street design, active transportation design, surface transit design, road safety, transit streets improvements, streetscape improvements, urban design, quick build projects, traffic operations and/or landscape architecture.
- Extensive experience conducting needs assessments, maintenance and rehabilitation activities, planning capital works and preparation of budget and project cost estimates for transportation infrastructure.
- Extensive work experience in the planning, development and application of Transportation Asset Management Systems with emphasis on pavement and structures management.
- Considerable experience in developing Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP and oversees such external consultant assignments and projects including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.
To be eligible for the Senior Engineer position, registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO.
The candidate should also have:
- Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity would be asset.
- Experience in supervising, monitoring, mentoring, and motivating other staff.
- Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the public, elected officials, internal and external clients, and consultants.
- Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.
- Experience with AutoCAD, Adobe Creative Suites, Microstation, SketchUp, and/or ArcGIS or QGIS would be considered an asset.
- Knowledge of various legislation related to the field, including the Occupational Health and Safety Act, Minimum Maintenance Standards for Municipal Highways, AODA, and, Asset Management Planning for Municipal Infrastructure.
- Ability to obtain a valid Ontario Class "G" driver's license, and daily access to a reliable personal vehicle for use on City business and travel to various work locations.
