About The Role

Reporting to the Manager of Contracts, the Senior Contracts Business Partner’s focus is to lead and support contracting activities including managing, negotiating, executing, and ensuring the integrity of eHealth Saskatchewan’s contractual strategies and processes, and ensures eHealth maintains compliance with regulations, trade agreements, and policies. The position works with all Divisions, sector partners and vendors and maintains strong stakeholder relationships in order to manage contracts for goods and services which provide best overall value to eHealth.


Typical Daily Duties

  1. Manage, negotiate, and execute eHealth Saskatchewan’s contracts in line with trade agreements and policies, including development of negotiation strategies that provide best value to eHealth Saskatchewan.
  2. Maintain an inventory of all eHealth contracts, and the contract lifecycle including renewals, amendments, terminations, and performance in collaboration with partners, program areas and vendors.
  3. Conduct and lead research, analysis, strategy development and reporting on contract negotiations and contract lifecycle management including performance, and report on contracts for senior leadership monthly and on an ad-hoc basis.
  4. Develop and maintain strong relationships with eHealth staff, sector partners and vendors in partnership, and providing expert advice and assistance on effective contracting strategies and compliance with trade agreements and policies.
  5. Support the implementation, maintenance and enforcement of procurement and contracting policies ensure transparency, fairness, and impartiality in the contracting process.
  6. Ensure that all contract-related documentation is accurate, complete, and filed appropriately.
  7. Mentor and coach other contracts professionals in the organization.

What are we looking for?

The knowledge and skills required for this position would be obtained through the completion of a post-secondary bachelor's degree in business administration, law, or a related field. In addition to education requirements, the successful candidate will have at least 3 years of experience in public procurement and contract management. An equivalent combination of education and experience may be considered. Additional skills include:

  1. SCMP Designation is an asset.
  2. Excellent negotiation, communication, and relationship-building skills with a proven track record for negotiating complex contracts.
  3. Proficiency in conducting data analysis in managing vendor and contract performance.
  4. Strong knowledge of public procurement best practices, trade agreements and contract law.
  5. Ability to work independently and manage multiple projects simultaneously.

Who is eHealth?

eHealth Saskatchewan is a Treasury Board Crown Corporation with a unique blend of healthcare, information technology, and citizen services. A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.


The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

  5. Organizational: Demonstrated ability to manage complex contract portfolios, prioritize competing deadlines, and ensure all tasks are completed within scope and on time. Expertise in structuring and streamlining workflows to enhance efficiency and minimize risks.
  6. Analytical: Strong capability to review and analyze contract terms, legal provisions, and business data to identify potential risks, opportunities, and cost-saving measures. Able to apply a strategic, data-driven approach to provide insights that guide business decisions, improve contract outcomes, and optimize vendor relationships.
