Your Key Responsibilities

1. Direct, organize, and control work to administer medium to large contracts
2. Work on moderate to complex problems requiring a thorough analysis of situation or data
3. Supervise a workgroup
4. Ensure work on contracts proceeds according to plans, procedures, contract specifications and quality
5. Check contract documents and review design for obvious errors
6. Approve work and progress payments
7. Carry out inspection activities to ensure conformance
8. Check and inspect contractor's work with drawings and related contract documents
9. Conduct site surveys, confirming the scope of work, obtaining relevant information, equipment and materials
10. Arrange site access and conduct a survey
11. Compile field data in report form for review of the project designer
12. Prepare contract specifications, construction staging, and traffic arrangement schemes
13. Assess the scope of work
14. Monitor staff levels, coaching junior staff as required
15. Manage the construction budget, act as liaison with clients, and issue invoices as appropriate
16. Address contractor questions and misconceptions by working closely with the superintendent and other construction staff
17. Keep track of contractor activities
18. Accountable for confirming that work on contracts proceeds following approved design and contract specifications
19. Perform work within established guidelines, procedures, and practices

Qualifications

Your Capabilities and Credentials

1. Demonstrated Construction Administration experience as a Contract Administrator or the equivalent of 5 or more similar
2. Ministry of Transportation Ontario (MTO) or municipal projects with construction values of least between $5,000,000 and $15,000,000 or greater is an asset
3. Either registration as a Professional Engineer with PEO or as a Technician or Technologist with O.A.C.E.T.T. with Road Construction Contract Administration (RCCA) designation
4. Prior MTO T131 and T131A Advanced Claims Dispute Resolution training is an asset
5. Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Contract Documents including Agreements, General Conditions of Contracts, and Special Provisions
6. Knowledge of construction survey and layout
7. Knowledge of construction methods and materials
8. Knowledge of the requirements of relevant legislation such as the Occupational Health and Safety Act and Environmental Protection Act
9. Experience working with Microsoft Office software (Word, Excel, Access)
10. Experience working with MS Project or Primavera is considered an asset
11. Excellent verbal and written communication, time management, negotiation, conflict resolution, problem-solving, and organizational skills
12. A valid Ontario driver's license and access to a vehicle

Education and Experience

1. Bachelor's degree or diploma in Civil Engineering or Civil Engineering Technology/Technician
2. Minimum 10 years experience in Road and/or Heavy Construction

Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
