Job Summary:

The Seniors Services & Long-Term Care Division seeks an experienced and innovative Senior Change Management Consultant to contribute to the evolution of the Centre of Excellence. This role will involve providing insights, recommendations, and training across the Senior Services and Long-Term Care portfolio. The consultant will also support the exploration and testing of new concepts and helping to shape new standards for seniors to enhance healthcare services in our communities and long-term care homes.

Reporting to the General Manager of the Seniors Services and Long-Term Care Division, the Senior Change Management Consultant will lead the divisional Equity Diversity and Inclusion change initiatives such as Confronting Anti-Black Racism (CABR), 2SLGBTQI+ activities, and supporting the development of a Reconciliation Action Plan. The role will interface with City Staff and external stakeholders to champion workforce diversity, equity, and inclusion.

Major Responsibilities:

  1. Leads the development and delivery of programs and services to promote and embed equity, diversity & inclusion, for the SSLTC Division to support and embrace a culture of inclusion.
  2. Demonstrates professionalism and political acumen in providing expertise and strategic advice on equity, diversity, and human rights in accordance with the City's and the Equity, Diversity & Human Rights division's priorities.
  3. Establishes and tracks the Division’s annual progression embedding equity, diversity, and human rights in the delivery of its programs and services.
  4. Identifies, promotes, and facilitates, in consultation with People and Equity staff, the development and implementation of equity and diversity policies, programs, initiatives, surveys, learning curriculum, learning modules, tools, guides, manuals, and other educational materials, to address complex urban issues affecting multi-sectoral, public, and private sectors.
  5. Works closely with corporate Human Resources, Equity, Diversity & Human Rights and other divisions and agencies to design and implement a corporate training strategy to advance the Toronto Action Plan to Confront Anti-Black Racism.
  6. Works with stakeholders on the implementation of an Anti-Black Racism training strategy towards increasing Black representation across the Division.
  7. Supports the divisional effort on the Reconciliation Action Plan and its work with the Indigenous Affairs Office.
  8. Engages senior leaders to promote alignment and ensure appropriate sponsorship of initiatives to achieve successful and sustainable outcomes.
  9. Develops and implements change management strategies and plans that maximize leadership alignment and stakeholder/employee engagement, minimize employee and stakeholder resistance, and are informed by internal/external drivers and corporate knowledge.
  10. Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  11. Assesses, evaluates, and anticipates organization and stakeholder readiness, ability, and capacity to undergo change, makes recommendations to senior management and develops plans for the enhancement of change capacity and capability.
  12. Ensures that the project specific expenditures are controlled and maintained within approved budget limitations.
  13. Understands and applies change methodologies and principles, types and stages of change management and develops approach to suit complexity and other factors.
  14. Anticipates long term impacts of all decisions and takes a broad approach to problem solving.
  15. Calibrates leadership expectations and scale of project to enable successful implementation based on assessments, impact analysis and other data.
  16. Uses assessment data to identify areas of focus and potential strategies to address areas of need. Assesses organizational readiness and builds change and communication plans to address areas of focus.
  17. Assesses risks (internal and external) and potential impacts associated with change initiatives and recommends and implements actions to minimize negative effects.
  18. Identifies resistance and performance gaps and works with leaders to develop and implement corrective actions.
  19. Assesses learning needs to determine scale, complexity and magnitude of learning and development needs, identifies the gaps, and develops plans including resource requirements, budget needs and performance metrics.
  20. Identifies the impact of culture on change initiatives, designs approach and plans with awareness of these impacts and identifies aspects of culture requiring change to achieve project outcomes.
  21. Identifies learning needs and appropriate training solutions for different audiences based on adult learning principles.
  22. Leads the design, development, delivery, coordination, and evaluation of project specific training programs related to change management.
  23. Facilitates and/or collaborates on leadership development in change management for management level staff, including project sponsors and project leads.
  24. Provides orientation to common framework tools and resources to external vendors on roster.
  25. Provides support to the design, creation and sustainment of complex, transformational, multi-stakeholder projects and initiatives.
  26. Works in support of project steering committees and leads project teams and working groups. Negotiates horizontal consensus and resolves conflict with senior leaders, project leads and varied stakeholders, influencing project outcomes from a non-hierarchical position.
  27. Organizes, participates, and conducts proof-of-concept initiatives and feasibility studies with client stakeholders that will assist in the determination of adopting new technologies, approaches, and processes. Integrates change management into project plans, working collaboratively with project manager/leads.
  28. Develops and maintains methodologies, tools, and training to support collaboration on projects and with project teams.
  29. Identifies key stakeholders and develops stakeholder engagement and communication plans.
  30. Leads project specific stakeholder management, including conducting and documenting stakeholder change impact assessments and outlining actions to support new behaviors as required.
  31. Involves the right people at the right time by developing, maintaining, and working to stakeholder engagement strategies and plans.
  32. Defines and measures success metrics and monitors progress for assigned projects.
  33. Evaluates outcomes against objectives. Designs and conducts "lessons learned" and other evaluation strategies and recommends changes to processes and practices to build on learnings.
  34. Develops an approach to embed/institutionalize the change to sustain the benefits achieved, including knowledge transfer, performance management, continuous improvement, and other related practices. Ensures organization stakeholders and customers are aware of and understand the rationale for change.
  35. Presents change management plans and strategies to key stakeholders.
  36. Develops materials for socializing change with senior management and sponsors, including briefing materials, reports, and presentations.
  37. Develops key messages for communication at all levels in collaboration with communications staff.

Key Qualifications:

  1. Post-secondary education in a relevant discipline (i.e. Business Administration, Strategic Management, Organizational Development) or an equivalent combination of education and experience. Formal change management accreditation is an asset (Prosci or CCMP).
  2. Extensive experience in developing and executing change management initiatives in long-term care within either public or private sector organization, preferably in a unionized environment.
  3. Extensive experience in strategic planning, project management and operational optimization within complex and dynamic environments.
  4. Extensive experience advising and facilitating senior leadership on strategic change initiatives in a major public or private organization, while effectively engaging, aligning, and managing stakeholders to meet corporate objectives.
  5. Extensive experience in providing consulting to senior management in the practice areas of any of the following: equity, diversity, and inclusion, and service/quality improvement and/or strategy development and planning.
  6. Strong understanding of senior care, social services, and broader healthcare industry relevant international knowledge and direct-care experience considered an asset.
  7. Ability to work and communicate with senior leaders in an advisory capacity, particularly in addressing their role in effective change leadership.
  8. Ability to establish, build and maintain collaborative relationships with various stakeholders for the purpose of meeting corporate objectives.
  9. Knowledge of health services industry, legislative requirements, government policies, processes, and operating requirements.
  10. Well-developed mediation, negotiation, and facilitation skills at a senior level to provide leadership and gain consensus on competing priorities, with the ability to impact and influence others.
  11. Excellent oral and written communications skills to prepare written materials and communicate information clearly and simply.
  12. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  13. Excellent project management skills with the ability to multi-task, effectively prioritize responsibilities and produce results.
