Senior Business Intelligence Specialist

Job Description:

1. Developing net-new data and reporting products, including tools for Service Planning, operational monitoring, and contract cycle evaluations.
2. Addressing the SA reporting backlog and rationalizing 160+ operational and analytical products in the reporting catalog.
3. Integrate, translate, and oversee business-driven issues into enterprise-level business intelligence (BI) and data analytics solutions.
4. Provide expertise in data modeling, data architecture, data infrastructure, and reporting development (e.g., dashboards).
5. Project-manage complex I&IT initiatives, delivering agile business solutions for cross-ministry BI and analytics projects.
6. Work within the ministry's business analytics data warehouse environment to enhance and maintain infrastructure and applications.
7. Provide technical expertise in developing and implementing I&IT solutions, collaborating with CYSSC, ITS, and enterprise partners.
8. Lead data development and maintenance activities, supporting strategic initiatives and priority projects.
9. Ensure data quality, integrity, privacy, and security while preparing ad-hoc statistical information and research/analytical data for reporting and analytics.

Skills and Experience Requirements:

1. 3+ years of Power BI software development experience.
2. Experience with Microsoft BI stack (e.g., SSAS, SSRS, SSIS).
3. Expertise in scripting and programming.
4. Experience working with MS SQL Server on-premise and in Azure environments.
5. Strong data skills including database management, SQL querying, data modeling, OLAP processing.
6. Experience designing and mapping multi-dimensional data models into business insights.
7. Proven ability to build, test, and implement complex reports and dashboards.
8. Experience prototyping for business requirement development.
9. Ability to assist in requirements gathering, analysis, and subsequent development.
10. Ability to conduct unit tests and support test preparations to ensure data integrity.
11. Experience working in Agile environments (Scrum/Kanban).
12. Understanding of accessibility compliance (e.g., AODA, WCAG 2.0).

Power BI Development (25%):

1. Minimum 3+ years of Power BI software development experience.
2. Experience developing data marts in Power BI.
3. Strong ability to build data models optimized for BI and analytics.

Data Injection (25%):

1. 8+ years of ETL/ELT experience.
2. Experience with Informatica, SSIS, and data transformation.
3. Development of pre-defined and ad-hoc reports with WCAG 2.0 compliance.

Design Documentation and Analysis (25%):

1. Experience creating Functional Design Documents (FDD) and Detailed Design Documents (DDD).
2. Strong background in Fit-Gap analysis, system use case reviews, and requirements reviews.
3. Experience developing and maintaining a contract deliverables plan with milestones and status reporting.
4. Ability to analyze, design, build, and test databases, reports, dashboards, and BI objects.
5. Conduct research and prototyping to support new BI and analytics capabilities.
6. Design and implement functional testing and deployment strategies.

Database and Cloud (20%):

1. Experience with T-SQL Server databases.
2. Hands-on experience with Microsoft Azure services (Power Apps, Azure Database, Azure Analysis Services, Azure Synapse, Customer Voice, etc.).

Knowledge Transfer (5%):

1. Experience conducting knowledge transfer and training sessions.
2. Development of review-watch-do learning activities.
3. Ability to prepare and present documentation for training.
4. Facilitate classroom-based or virtual instructor-led sessions for developers.
5. Monitor milestones and submit status reports to ensure full knowledge transfer.
6. Assist in the development of pre-defined and ad-hoc reports with WCAG 2.0 compliance.
