Our Public sector client is seeking a Senior Business Engineer / Technical Product Owner to conduct problem discovery and ideation workshops, manage and prioritize the product backlog within the Innovation & AI team.

1 year contract, possibilities of extensions; Vancouver based, Hybrid - Once a week in office, in addition, must be able to come into the office for important in-person meetings.

Must Have :

1. 7+ years working experience as a Product Owner, which includes 3 years direct hands-on experience in the Agile practice and DevOps within an enterprise level, in highly complex and integrated environments.
2. Extensive experience liaising with product owners and developing design artifacts such as personas, journey maps, wireframes, story boards, user flows, process flows, site maps, prototypes, and mockups.
3. Experience writing user stories including acceptance criteria, performing user research, analyzing user needs and solutions, and aligning with business outcomes.
4. Experience designing, planning, and facilitating problem discovery and ideation workshops in group settings.
5. Holds Product Owner certification as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), SAFe Product Manager / Product Owner (PMPO), IEEE Computer Society Scrum Product Owner Certification, Agile Certified Professional (ACP) or similar.
6. Experience contributing to prioritization of backlogs comprising of feature development and technical debt, quality assurance, and supporting team delivery.
7. Holds Scaled Agile Framework (SAFe) training and certification like SAFe Practitioner, or commitment to take the course and obtain certification within 2 months from commencement of work.
8. University degree in Computer Science or Business Administration or STEM (Science, Technology, Engineering, Math).

Responsibilities :

1. Apply strong strategic thinking and problem-solving skills to effectively align and execute on initiatives with broader organizational priorities and goals.
2. Manage a large, complex portfolio of innovative opportunities that span across divisions.
3. Engage stakeholders by building solid relationships through continuous and effective communication.
4. Monitor and evaluate progress at each stage of the innovation, product management lifecycle.
5. Liaise with the key stakeholders, product team, and end-users to deliver updates.
6. Validate the requirements to ensure they meet the desired outcome / benefit.
7. Create options, through team collaboration, to remove impediments that may be blocking the teams' progress.
8. Perform problem discovery, user research, analyze user needs and align with desired business outcomes.
9. Understand cross-functional team capacity to influence commitments based on knowledge of team velocity.
10. Participate in team and effort activities as needed such as: backlog grooming, sprint planning, and team retrospectives. This includes working with the Scrum Master, Business Engineer, the DevOps team, and the community of engineers.
11. Act as a core member of the Innovation Team and key contributor and subject matter expert.
12. Identify and implement opportunities for improvement around process, technology, and people.
13. Create product backlogs that transposes business requirements and non-functional requirements into unambiguous user stories and acceptance criteria for delivery teams to build product.
14. Plan, create, and facilitate problem discovery and ideation workshops with multiple key stakeholders and end-user groups. Synthesize outcomes of workshops and share back with key insights to derive next steps in product lifecycle.
15. Create problem statements, business process flows, product requirements documents, and roadmaps to articulate product strategy to move opportunity forward.
