Senior Analyst, Rates and Regulatory Affairs

This position reports directly to the Manager of Rates and Regulatory Affairs and provides analytical work of moderate to high complexity in support of regulatory proceedings and decisions. Supports the Manager of Rates and Regulatory Affairs for studies, projects and research and analysis for specific regulatory affairs and or rates issues for Liberty Utilities. Lead the preparation and implementation of rates filings and regulatory filings required at the state/provincial level.
Accountabilities
- Establishes and maintains good relationship with regulatory authorities and participates in industry forums to influence regulatory policies
- Prepare expert witness testimony, exhibits, work papers and discovery responses
- Implement regulatory decisions
- Updates key management on regulatory changes, developments and implications of new requirements or emerging regulations and industry developments on functional areas
- Implement and oversee a framework to ensure the utility is meeting its compliance requirements in an accurate and timely manner
- Prepare and support all regulatory filings which includes developing and maintaining complex excel models
- Solves complex problems and takes a new perspective using existing solutions
- Assist in making recommendations on cost recovery, rate making, customer programs and gas/electric/water rate issues
- Compile company operating statistics for internal and external distribution
- Mentors and provides advice and guidance to other analysts within the organization
Education and Experience
- 5+ years of experience in regulatory or an adjacent function, preferably within the utility industry
- Bachelor’s degree with a preferred focus in Finance, Accounting, Economics, or related area of study.
- Advanced understanding of revenue requirement and cost recovery programs.
- Ability to analyze, interpret and report complex information.
- Ability to learn new processes and create procedures to implement the process
- Strong organizational, multi-tasking and time management skills
- Dynamic team player that also works well independently
- Excellent oral and written communication skills
