The Opportunity
The Sport, Culture and Recreation branch of the Ministry of Parks, Culture and Sport is seeking an innovative, pro-active and enthusiastic Senior Analyst to join the team. In this role, you will be responsible to:
- Facilitate the development and drafting of new programs, policies, procedures and guidelines, contracts, legislation, regulations, as well as analyzing budgets and financial statements prepared by third-party agencies;
- Provide policy advice to Senior Government Officials, represent the Ministry and prepare submissions, briefings and correspondence;
- Consult and liaise with diverse stakeholder groups including various government agencies and Ministries and interest groups to identify issues, concerns and opportunities related to arts and culture;
- Ensure provincial programs and services are adequately focused on creating growth sustainability within the sector;
- Work with all parts of federal and provincial governments to develop mutual knowledge and understanding of the problems facing us and negotiate the development of shared goals to resolve the problems; and
- Develop and maintain positive relationships with all levels of government, agencies and stakeholders at the policy level in order to be knowledgeable regarding assigned sectors.
The Ideal Candidate
You will have:
- A strong understanding of government levels, processes and protocols, including financial administration, planning and accountability management system, legislative and regulatory frameworks;
- Extensive knowledge of program planning, research and evaluation techniques, knowledge of governance models and accountability regimes; general understanding of the public policy development process;
- Comprehensive knowledge and experience in leading the development of business case proposals, strategic planning, policy and program design and performance evaluation;
- Strong communication and interpersonal skills in order to develop stakeholder engagement and relationships, to concisely and accurately share information at a level appropriate to the audience along with the ability to navigate government decision making processes; and
- The aptitude to intuitively respond to multiple competing demands and complete time-sensitive work with confidence and professionalism.
Typically, the successful candidate will have obtained the knowledge and abilities for this position through the completion of a Master's Degree in a related discipline such as economics, public, business or arts administration, or the social sciences and/or a combination of education and experience at a senior level in a policy development setting.
