Horizon Health Network in beautiful New Brunswick is looking for an Emergency Management Training Officer – Radiological / Nuclear (EMTO) to join our team!

Horizon Health Network (Horizon) is seeking a logical, detail-oriented, and agile individual to join our team as a Emergency Management Training Officer – Radiological / Nuclear (EMTO). As a member of the Horizon Emergency Management Team, the Emergency Management Training Officer – Radiological / Nuclear (EMTO) is responsible for leading, developing, and implementing a training program for a response to Radiological/Nuclear emergencies that may affect the delivery of health care within Horizon Health Network.

The EMTO reports to the Regional Director, Emergency Management (Chief Emergency Management Officer) for Horizon.

Who you are

You have worked in Emergency Management and/or Training Officer role for a minimum of three (3) to five (5) years. You have good operational knowledge of Chemical, Biological, Radiological/Nuclear, and Explosives (CBRNe) preparedness and response, Incident Management, and training competency management in compliance with Accreditation Canada HSO 9002. You have demonstrated excellent organizational, interpersonal, and communication skills, with intermediate to advanced proficiency in Microsoft Office applications. Ability to work independently and with minimal supervision. Requires on-call and possible return to work to respond to emergencies. Able to attend meetings/events and travel throughout Horizon Health Network, as required.

A university degree in Emergency Management or an affiliated discipline; an equivalent combination of formal training and experience may be considered.

Certified Emergency Manager (CEM) designation or attainment of designation within 3 years of hire. For candidates with equivalent combination of formal training and experience: Associate Emergency Manager (AEM) designation or attainment of designation within 3 years of hire.

Written and spoken competence in English is required at an advanced level.

What you will do

  • Ensure emergency and business continuity or continuity of operations (COOP) plans are developed, implemented, maintained, and tested to meet current regulations and Accreditation standards (HSO 9002).
  • Maintain operational readiness for a Radiological/Nuclear Emergency including a functional Incident Management Structure.
  • Assume a lead role in managing complex emergencies, activating and managing Emergency Coordination Centers as required.
  • Following activation of Emergency or Continuity plans, conduct After-Action Review.
  • Develop, implement, and evaluate relevant training, emergency exercises and simulations for staff, physicians, and volunteers on the reception of stable and unstable contaminated patients, management of a Radiological/Nuclear Emergency Response for Horizon, ability to manage mass decontamination, ability to divert the worried well, and ability to maintain the continuity of health services including Hospital and Community services.
  • Provide subject matter expertise and advice to Senior Leadership and the organization on current Emergency Management practices.
