Job description

Scope

  • Develops, recommends, implements and manages the technical architecture (hardware, software, database and communications) which will be used for all or specific applications in a large, distributed cross-platform environment.
  • Responsibilities also include the identification of relevant information and the determination of the environment, which will be used for development.

Assignment Deliverables

  • Develop, recommend, implement and manage technical architectures at the specified experience level.
  • Developing, recommending and implementing conceptual, logical and/or physical processes and data models.
  • Preparing systems analysis and design in large systems environments.
  • Developing design for large system integrations.
  • Developing enterprise architecture deliverables based on Ontario Government Enterprise Architecture processes and practice.
  • Facilitate, gather, report, and deliver information to governing bodies for approval, i.e. OPS security assessment and Architecture Review Board.
  • Facilitate, present, and deliver all relative materials to get approval of OPS Cyber Securities Assessment and OPS Architectural Review Board.

A Note on the VOR Master Service Agreement:

The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires on March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025, based on business case approvals. Such extensions will be allowable only if the Master Service Agreement is extended beyond April 5, 2025, and be upon the same terms, conditions, and covenants contained in the SOW.

The start date is subject to change based on security clearances and contract signing timelines.

Desired Skills and Experience

  • Knowledge of Microsoft Dynamics 365 functionalities and capabilities.
  • Knowledge of native capabilities of the system that need to provide the functionality (e.g., Dynamics 365 or any other system).
  • Proficiency in developing and customizing solutions within Microsoft Dynamics 365, including experience with tools such as Power Platform, X++, and other Dynamics development frameworks.
  • Leadership experience in the development and implementation of technical architectures at the specified experience level.
  • Experience developing, recommending, implementing and managing technical architecture.
  • Experience in the use of Computer Aided Software Engineering (CASE) tools and other software tools such as project management tools.
  • Awareness of emerging technologies, trends and directions.
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.
  • Experience in developing enterprise architecture deliverables (e.g. models).
  • Strong communication skills to participate in team discussions, ability to explain complex technical terms for a non-technical audience, make solution recommendations and document/explain work.
  • Ability to work in a multidisciplinary team environment, to sell your ideas to colleagues, both technical and non-technical.
  • Demonstrated ability to get buy-in from a team to implement new and improved ways of doing things.

Resumes Evaluation/Criteria:

Criteria 1: Technical Skills - 40 Points

  • Hands-on experience in working with Microsoft Dynamics 365 cloud.
  • Extensive experience with at least three different platforms, operating systems, environments, database technologies, and communications protocols.
  • Experience with middleware and gateways.
  • Knowledge of performance considerations in different environments.
  • Experience in structured methodologies for the design, development and implementation of applications.
  • Extensive experience in systems analysis and design in large systems environments.
  • Knowledge and experience designing processes around ITIL and is able to guide others using this methodology.

Criteria 2: Functional Knowledge - 30 Points

  • Experience in working with technical and business partners in creating information architecture and models.
  • Experience translating business requirements into reporting needs.
  • Experience preparing conceptual, logical and/or physical processes and data models.
  • Experience of the OPS Cyber Securities Assessment, documentation of Threat Risk Assessments, and Architecture Review Board process. To lead through each of these areas for successful approvals.

Criteria 3: Interpersonal Skills - 30 Points

  • Strong communication, negotiation skills and ability to participate and lead discussions with business/senior leadership on making solution recommendations and document/explain work.

Knowledge Transfer

What needs to be KT

  • Plans & designs including architecture artefacts, data models, prototypes, wireframes.
  • Project specific presentations, reports, status decks.

To whom

  • Project Manager/Team Members.

When

  • 1:1 meetings / team meetings / documentation on SharePoint site, throughout the duration of the project life cycle, etc.

Must have's:

  • At least 8 years of experience in Microsoft Dynamics 365 implementation and solution integration, including experience with tools such as Power Platform, X++, and other Dynamics development frameworks.

Nice to have:
