The Health Services I&IT Cluster (HSC) is looking for an experienced Project Manager to work with the Office of Chief Information Officer in the Strategy and Planning Unit. The Project Manager is expected to strategize, lead, plan and report on the development and implementation of the Digital and Data Action Plan in partnership with the Digital & Analytics Strategy Division. The Project Manager will implement processes and practices facilitating portfolio management of the Digital & Data Action Plan including program management and reporting.

The Project Manager will have a proven ability to strategize and implement the required high-level portfolio objectives. The individual will provide strategic guidance to teams in ways that will ensure success of the Digital and Data Action Plans priorities. The Project Manager will work with HSC's Solution branches to plan and design the objectives, proactively monitor progress and inter-dependencies, manage budgets, identify, and mitigate risks, resolve issues and initiate appropriate corrective action.

The Project Manager will be responsible for regular reporting to the Digital & Data Action Plan Executive Sponsors to ensure portfolio goals are reached and benefits are realized. The Project Manager should be motivated by a desire to optimize productivity and nurture portfolio success. Utilizing efficient strategies and tactics, the Project Manager will ensure that all programs deliver the desirable portfolio outcomes as per the Digital & Data Action Plan.

NOTE

Assignment Type: This position is currently listed as "Hybrid" as consultants will be required to work partly in the physical workplace and partly remotely. The details of this arrangement will be confirmed with the Hiring Manager.

Extension/Amendment Attestation:

Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. HSC may extend an SOW beyond the current Master Agreement expiration date of April 5, 2025, provided that the Master Service Agreement is extended beyond April 5, 2024, and such extensions shall be subject to the same terms, conditions, and covenants set forth in the SOW.

MANDATORY DELIVERABLES:

  1. Organize, monitor, and report on initiatives that adhere to strategic objectives
  2. Formulate, organize and monitor inter-connected projects, including coordination of cross-project activities
  3. Provide project leadership and expertise of large scale, highly complex, high profile and high-risk initiatives that may be multi-jurisdictional and/or enterprise wide.
  4. Develop and administer measurement and reporting protocols for evaluation of the Digital & Data Action plan, with an aim to ensure outcomes are being achieved
  5. Support multiple teams across the cluster, ensuring portfolio goals are reached
  6. Work closely with Program Leads, cross-functional teams, and assigned project managers to develop various portfolio management related processes in support of consistent practices across HSC:
  7. Oversee the timelines developed, tracked, and managed by program managers for Digital & Data Action Plan initiatives
  8. Work with program managers to identify issues, risks and opportunities across multiple projects/programs within the cluster
  9. Organize the completion of progress and status reports from program managers for governance committees and action plan executive sponsors
  10. Establish and implement effective and efficient portfolio management strategies in compliance with HSC's methodologies, standards and frameworks.
  11. Provide mentoring and knowledge transfer to HSC's designated staff to enable continuation in operational activities and sustainment
  12. Track and report portfolio progress against identified success factors and key enablers
  13. Other duties as assigned

OPTIONAL DELIVERABLES:

  1. Establish and regularly review sequencing of high-level activities within across programs where dependencies exist
  2. Establish and coordinate secretariat functions, processes, and tools, enabling program and portfolio oversight from executive leadership teams/committees across HSC
  3. Collaborate with ministry partners, stakeholders and vendors to support designing, planning and implementing change initiatives.
  4. Inform, elaborate and help deliver solutions that simplify processes and improve end-user experiences.

Skills, Experience and Skill Set Requirements:

  1. Health sector and digital health experience:
    • Strong understanding of the healthcare system, structures, processes, stakeholder groups and affected populations, and how healthcare services are delivered in the province based on extensive experience with Ontario's health sector;
    • Strong track record of experience with the ministry and its delivery partners, and in-depth knowledge of the levers and instruments of change;
    • Strong knowledge of and experience with the digital health systems, programs, vendors, assets and solutions in Ontario.
  2. Program and project management:
    • Extensive experience managing complex projects with a demonstrated track record of successful delivery within approved plan, scope and budget and business outcomes;
    • Demonstrated leadership and resource management skills including the ability to direct activities and manage a variety of professionals;
    • Strong working knowledge of project methodologies and standards (e.g. PMBOK) and tools (e.g. MS Project).
  3. IT strategy and planning:
    • Extensive track record of successful strategic planning in health technology contexts;
    • Demonstrated ability to define objectives, develop strategic options analysis and to create action plans that outline tasks required for implementation phase;
    • Ability to provide clarity and collective understanding of the range of options and communicate logically how the options were developed and selected as the strategic response.
  4. Business analysis:
    • Demonstrated experience managing business projects and achieving successful results on time and on budget with high customer satisfaction;
    • Demonstrated experience in process mapping, requirements gathering, program definition, and transition planning;
    • Demonstrated experience in leading program or organizational transformation initiatives.
  5. Stakeholder relationship management:
    • Demonstrated experience working collaboratively with internal and external stakeholders and business partners;
    • Strong ability to clearly communicate activities and expectations;
    • Demonstrated experience resolving major conflicts and obstacles;
    • Demonstrated ability managing cross-functional project teams and effectively working in a matrix environment.
