About the Role:

Reporting to the Associate Director, Financial Management Services, the Revenue and Collections Manager is responsible for the collection of tax, water and accounts receivable accounts in arrears, including the tax registration process, assisting with the development of revenues budgets and related financial and variance reporting, and the day to day management and supervision of tax and water finance staff in partnership with the Billing Manager. This role is also responsible for the oversight and management of Parking Services.

What You Will be Doing:

  • Supervise, organize, train, develop, motivate, and manage the performance of the Collections section to ensure compliance with policies, procedures, and systems and to ensure divisional goals and objectives are met.
  • Support Parking Services, including providing strategic guidance and leadership to the section, the review of escalated complaints/issues and provide assistance and oversight to the Parking Supervisor on budget development and financial reporting.
  • Manage the tax registration process for properties in tax arrears, including conducting public tender for the sale of registered properties which also includes the management of the relationship with the third-party service provider.
  • Develop, recommend, implement and monitor all collections related policies and procedures.
  • Resolve and respond to public inquiries and complaints with tact and diplomacy.
  • Negotiate various payment arrangements.
  • Ensure outstanding accounts are reviewed and analyzed regularly, accounts are escalated for additional collection methods, and reviewing account write-off recommendations.
  • Assist with budgets, including calculating the tax rates, and analyze revenue collections and trends, prepare revenue forecasts for variance reports and budgets.
  • Prepare the tax schedules of the annual Financial Information Return and assist with other year-end working papers to support the year end audit.
  • Provide input on system upgrades/replacements, identifying opportunities for technology to create efficiencies or improve processes.
  • Provide recommendations and presentations to SLT and Council related to water, tax, parking and the Administrative Monetary Penalty System (AMPS).
  • Prepare reports and correspondence to SLT and Council regarding write off of uncollectible accounts and property tax registration and tax sale updates.
  • Research and remain current on best practices, legislative changes and technology related to municipal taxation, water and parking revenue collections.
  • Perform other related duties as assigned.

About You:

Qualifications:

  • Completion of a University Degree in Accounting, Business Administration, Commerce, Finance or a related field.
  • Chartered Professional Accountant (CPA) designation in good standing.
  • Seven (7) years of progressive experience, in areas including collections, accounting and financial reporting.
  • Municipal Tax Administration Program (MTAP) offered through the Ontario Municipal Tax and Revenue Association.
  • Certified Municipal Tax Collector (CMTC) certification is considered an asset.
  • Municipal Accounting and Finance Program (MAFP) and Municipal Administration Program (MAP) through the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) are considered an asset.
  • Excellent working knowledge of and proficient ability to interpret Acts and regulation such as the Municipal Act, 2001, Public Utilities Act, Highway Traffic Act, Municipal Freedom of Information and Protection of Privacy Act, etc.

Skills:

  • Demonstrated leadership skills, with the ability to manage, support and mentor a team.
  • Well-developed interpersonal, communication, negotiation and conflict resolution skills.
  • Proven ability to work in a team environment, liaise with key internal and external stakeholders to function effectively with minimal supervision.
  • Advanced knowledge of Microsoft Office, with extensive knowledge of Excel.
  • Experience working with billing software and enterprise resource planning (ERP) systems.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • A demonstrated commitment to enhancing a safety culture.

Other Requirements:

  • Ability to travel between City work locations is required.
  • Proof of education will be required upon hire.
